Dong Nai warps up preliminary report on 3 years (2010-2012) of implementing project "Vocational training for workers in rural areas until 2020" and Action Plan for 2013.

For the past 3 years of implementing the project, under the guidance provided by Ministry of Labour – War Invalids and Social Affairs and the direction by the Provincial Party Committee and People's Committee, the determination of other authorities, local agents and active participation of many organizations and vocational institutions, the set forth objectives of the project "Vocational training for workers in rural areas until 2020 in Dong Nai province" have been achieved with encouraging outcomes.

There have been quite a few fundamental changes in perception of the importance of vocational training for workers in rural areas of all levels, departments, political and social institutions and workers in order to develop adequate man power in rural areas, contributing to sustainable poverty reduction, improving living standards, developing economic conditions in rural communities and new rural areas building. A number of instructing documents have been promulgated, which is the basis for all departments, agencies and local authorities to implement the activities of the project within their power and delegation.

Organizational procedures for training rural labor have been determined, serving the objectives of the project, which clearly defines the responsibilities and relationships between relevant agencies via means of investigation, survey on demand and practical vocational training to organize vocational training courses aiming at job creation and income generation for rural workers. The district level has been identified as the cornerstone for direct implementation, all related Departments and Sectors at provincial levels focus on performing tasks in accordance with the assignment in the Project.

The network of vocational training institutions in the province is also applied in district level, these facilities have close relationships with local authorities, organizations and unions, manufacturing factories, enterprises, thereby creating favorable conditions for the implementation of the project and organization of vocational training for rural laborers meeting the demands on social and economic development of each district and commune, resulting in high achievement in employment.

However, over the 3 years of implementing project there still remain some difficulties and confusion at the first stage of the project, for example: determining training policy beneficiaries and sector structure for training was not associated with local planning and socio-economic development, the implementation of the project has been affected by the processes of holding courses and program development, the mechanism of disbursement and procedures for liquidation.... So far the local authorities have gained some experiences and overcome a number of limitations such as training sectors, the number of courses was adjusted in accordance with practical demands; therefore, the implementation of the program has been ] on the right track.

Also the provincial People’s Committee has approved the Action Plan concerning objectives, tasks and measures to implement the Project.
