Dong Nai province promulgates Plan to implement the promotion test and staff member entrance examination in 2013 with computer software

The plan aims to make the Public Service "professional, responsible, dynamic, transparent and effective" in order to ensure transparency, objectivity, openness in the work of promotion test and staff member entrance examination as prescribed; to improve the quality of the examinations to recruit qualified people for provincial government agencies; to effectively implement the government’s project “Accelerating reform of the regime for public service and civil servants"; to define specific contents and their lead-time, cost estimates, necessary conditions of the implementation and responsibilities of the involved departments; to ensure involved departments and industries can understand the purpose, requirements and implementation of the contents of the plan according to their functions, tasks and powers.

The plan also requires promotion test and staff member entrance examination to have the highest quality and most effective, closely coordinated among the  agencies in the implementation of the Plan to ensure progress ​​under the direction of the Central Government.

Software system will be applied to all subjects having multiple choice form in promotion test and staff member entrance examination as prescribed in Circular No. 13/2010 / TT-BNV specific: Computing, Foreign language, specialized subjects with custom multiple choices for each exam, each group of subjects. 

Contents of the implementation include building software data, purchasing software system, inputting software data, appraising the contents and transferring to the Permanent Council of the promotion test and staff member entrance examination. 

Construction expenses to implement the Plan are 177.5 million VND, including costs of data  building, software purchasing, evaluating, and management. The capital comes from budget of the implementation program 4, subject to overall training program to develop human resources of Dong Nai Province in 2011-2015, sponsored by the Department of Finance to the leading agency to perform the implementation. 

Regarding the implementation: Department of the Interior positively coordinates with other agencies to implement this plan; aggregates and reports to the PPC. The Departments of Education and Training, Finance, Information and Communications, the Dong Nai politics school should follow their assigned tasks of the implementation plan. Other relevant agencies and units are responsible for ensuring to closely coordinate with each other implementing the plan’s contents.
