Assignment Meeting in First Half of 2011

The leadership of Commission for People Mobilization Affairs from Ho Chi Minh City, and Binh Phuoc, Ba Ria - Vung Tau, Lam Dong, Ninh Thuan, Binh Thuan, Tay Ninh, Dong Nai and Binh Duong provinces was present at the meeting in Dong Nai.

The meeting was attended by Deputy Head of Central Commission for People Mobilization Affairs Tran Thi Bich Thuy, Vice Chairperson of Dong Nai People’s Committee Nguyen Thanh Tri, and Head of Commission for People Mobilization Affairs at Dong Nai Party Committee Bui Ngoc Thanh.

The Central Commission for People Mobilization Affairs’ report in the first half of 2011 says that a lot of positive results have been achieved and that local levels of Party Committee across the country have paid attention to leadership, directions, and the implementation of many contents concerning people mobilization affairs.

Local authorities have conducted surveys to fully grasp the implementation of the Politburo and the Central Secretariat’s resolutions, directives, reports, and conclusions on people mobilization, ethnic minority, made a summation report of the enforcement of grassroots democracy regulations and a pre-summation report of the implementation of democracy regulations at non-state businesses, amended and completed regulations, paid attention to giving functional agencies guidance on how to satisfy pressing needs and people’s legitimate aspirations, and ensured social security, thereby creating public consensus and trust towards the Party, and the government.

In addition, local authorities across the country are to accelerate emulation movements concerning people mobilization affairs that are associated with the implementation of the 11th National Party Congress’s resolutions on people mobilization affairs and to promote the “Study and follow President Ho Chi Minh’s ethical example” campaign, and to bring out widespread revolutionary movements that contribute to an effective implementation of localities and units’ political tasks.

Levels of Party Committee’s people mobilization system plays a good role in being a counselor for them in the implementation of the key tasks concerning people mobilization affairs, in taking initiative to give proposals and consult levels of Party Committee on the issuance of directives and plans to perform emulation movements, in beefing up administrative reform, and in taking care of, monitoring, and fully grasping the situation.

However, there have remained weaknesses in people mobilization affairs.

- Those are the ongoing issues concerning compensation, site clearance, the government’s land administration, minerals, and environment that attract people’s great concern.

- Giving guidance and advice, on implementation, inspection, and supervision as well as compiling of the Central government’s dissatisfying and ineffective directives and resolutions concerning some localities’ people mobilization affairs.

- Giving levels of Party Committee advice on leadership, and implementation of democracy regulations shows low efficiency.

At all meeting locations, the representatives from provinces and cities: Can Tho, An Giang, Yen Bai, Bac Giang, Ha Noi, Nam Dinh, Dong Nai, Ho Chi Minh, and Phu Yen gave advice on and introduced typically good and creative methods, examples, valuable experience, and problems that have arisen in the process of implementing people mobilization tasks at grassroots levels.

Simultaneously, proposals to make bylaws on the implementation of democracy regulations in government administrative agencies have been submitted, training classes on professional skills have been given to the officers in charge of people mobilization affairs, and the extension of effective people mobilization models have been paid attention to.

Also, the meeting identified its key tasks in the second half of 2011 as follows:

- Continue the action program to implement the resolution at levels of the Party Congress on people mobilization affairs, and the central government’s guidelines, resolutions, directives, conclusions on people mobilization, ethnic minority, and religion affairs.

- Monitor and fully grasp classes of people’s situation and give the central government, the Politburo and levels of Party Committee prompt advice on the policies and measures that are in compliance with people mobilization affairs.

- Have cooperation in beefing up propaganda and education programs, and call for people from all walks of life to implement the Party’s lines, and the government’s policies, laws, and Resolution no. 11.

- Keep promoting emulation movements concerning people mobilization affairs and the patriotic spirit among classes of people.

- Strengthen and complete the organizational structure of people mobilization bloc and levels of people mobilization affairs committee.
