KEY TASKS IN NOVEMBER, 2009

1. Economy

1.1. Industry

- Deploy the implementation of the Decision no. 105/2009/QĐ-TTg issued on August 19, 2009 by the Prime Minister, promulgating the Regulation on management of industrial complexes

- Cooperate to complete the project supporting movement of enterprises out of residential and residential planning areas of Dong Nai province.

- Deploy evaluation of implementation process of projects on agricultural encouragement, resettlement, and trade villages.

- Open training classes on bamboo handicrafts for Ho Nai
Cooperative, Vinh Cuu district, Bi Di company, Long Thanh district.

-Deploy work transfer in resettlement areas in Long Thanh and Nhon Trach.

 1.2. Development of Agriculture, Forestry and Aquaculture:

-Give instructions for farmers in Winter-Spring crop; promote cooperation with functional agencies to carry out communicating, forecasting, and warning about market to help farmers have exact orientation in their production.

- Continue the training plan in the

-Relevant units cooperate to deploy assessment of which areas are qualified for producing safe vegetables when approved, deploy Good Agricultural Practices on mango and pomelo trees with timely progress rate.       

- Well deploy  inoculation against an epidemic in poultry and livestock; boost examination of epidemic, slaughtering, and veterinary hygiene in the area.  

-Continue deploying the program on key plants and animals in districts; supervise and urge districts to build planning for areas encouraged development of raising and agricultural encouragement projects for the poor; deploy implementation of the project of new country.

-Boost measures for flood prevention and control.

-Implement planting, caring, and protecting forests.

1.3. Trades and services:

- Cooperate with related agencies to analyze, assess situations and results of export and import in Dong Nai 2009; highlight commodity mechanism, market structure of import and export; predict capability and bring out solutions to reach target of export turnover growth in 2010.     

- Assess results of deployment of trade development planning in Dong Nai till 2009; collect files registering to supplement gas planning in 2009.

 - Hold seminars specializing in market; continue investing in markets according to planning, continue supporting enterprises and implement stimulus package of the government.

-Organize so that enterprises deploy sale in Xuan Loc district, Cam My district, Long Khanh town following the project “Vietnamsese give priority to Vietnamese goods”.

-Cooperate with provinces of Southern key economic region and AFC International Exhibition Fair Corp to hold International Exhibition VIETBUILD; Organize for enterprises to join High Quality Vietnamese Goods on November 2009 in Cambodia.  

-Work with Dong Nai Young Enterprise' Association and related  departments, branches, units to hold seminar specializing in challenges and opportunities of enterprises in the post recession period.    

 1.4. Budget revenue and expenditure

- Continue examination and state budget revenue and expenditure in 2009 of localities and agencies in the province as planned.

-Work with localities and related agencies on estimated stage budget revenue and expenditure in 2010.

-Boost inspection and check for crediting relating to preferential interest, loan with agreed interest, foreign exchange; strictly treat violations.    

1.5. Investment and construction:

- Promote steering units and investors to speed up implementation and disperse of projects with set target, in which key work will be concentrated.

-Steering investors to regulate investment management.

-Continue checking and regulating plans of 2009 and report to the provincial People’s Council on 2010 investment and construction plans.

-Complete loaning files of projects funded by budget capital and ones investing in infrastructure for resettlement; work with Ministry of Finance to consider and deal with loaning.

-Deploy Decree no. 83/2009/NĐ-CP dated October 15, 2009 issued by the Government; modify and amend some terms in the Decree no. 12/2009/NĐ-CP dated February 12 on work construction investment project  management; Decree no. 85/2009/NĐ-CP dated October 15, 2009 issued by the government, guiding the Law on Tendering and regulations for selection of construction contractors under the Construction Law.

- Check project deployment progress rate of domestic and foreign investors to urge and speed up dispersement and propose treating timely.

-Promote giving guidance about land clearance for investment projects. 

1.6. Information and Communication:

- Coordinate with businesses to ensure communications and network security working for economic development in the province.

- Continue deployment of 191 project and support for enterprises ‘s information and technology application.

-Operate and exploit effectively the provincial email system; upgrade the provincial electronic portal to make the best of it.

1.7. Environment and Natural Resources:

- Continue making survey and administrative maps of communes; maintain land registration, change and new issuance of land using right certificates.

- Continue to check mineral exploitation of units; collect meteorological and hydrographical figures to establish information system; store materials and actual state of  meteorological and hydrographical projects to serve meteorological and hydrographical management of the government.    

 -Check, urge and speed up construction progress rate of concentrated water treatment system in industrial zones and management of waste collection and treatment in the locality; strictly treat environmental protection violations. 

 2. Cultural and Social Fields:

2.1. Culture – Media - Sports:

 - Continue widely and deeply disseminating great resolutions the Party, and the campaign of “Learn and practice Ho Chi Minh’s moral examples”; disseminate the celebration of Party Congress of all levels, emulation congress of all levels and celebration of 1000 years of Thang Long-Ha Noi.

-Hold province level contests for Anti-Family Violence Law learning; deploy models of family violence prevention and control in one key commune according to guidance of the Central government; complete the project “Family violence situation and proposed solutions for family violence prevention and control in Dong Nai”; deploy piloting models of civilized and economical weddings and funerals; launch mobile communication contest about family violence prevention and control.

-Make preparations for the first festival of grassroots cultural centre of Dong Nai 2009.

- Continue focusing on directing and supporting localities to successfully celebrate grassroots Sports Games and prepare for district-level Sports Games.

-Join the National Arts Festival 2009, the Amateur Music contest in Hau Giang, the first International Gong Festival held in Gia Lai Province in 2009

-Concentrate on directions and hold well the ten-year summation conference on the campaign on mobilizing people to unite, build cultural life and commendation for cultural hamlets and quarters.

2.2. Education and Training:

- Hold activities to celebrate the 27th Vietnamese Teachers’ Day (20-11).

-Primary education: hold training classes to the principal of primary schools.

- Secondary education: hold discussions, give out exam questions to excellent twelve-grade student contest, investigate and recognize Nguyen  Hien Junior High School and Suoi Cao Junior High School (Xuan Loc district), Le Quy Don Junior High School (Vinh Cuu district) as the national standard schools.

- Professional Education: check deployment of professional statuses on training of vocational schools; statuses on holding activities of schools, statuses on regular training, continuation training and cooperative training.    

 2.3. Health care:

-Strengthen prevention for severe acute respiratory caused by H1N1 virus. Continue the prevention of malaria, dengue and other epidemics in the province

-Maintain medical examination and treatment, targeted health programs as planned

2.4. Labor-invalids-social affairs:

- Strive to create jobs for 7,000 employees and grant labor books to 1,000 people.

- Complete procedure for examining awards for vocational training in 2008-2009 school year and prepare to wrap up 2008-2009 school year.

-Organize training in circular no. 08/2009/TT-BLĐTBXH by Ministry of Labors, War Invalids and Social Affairs, Decision no. 09/2008/QĐ-BYT of Minstry of Health on guidance about making files for children and relatives of people who had merits for revolutions in districts, towns and Bien Hoa city.

-Pay attention to situation of workers to timely deal with strikes.

 2.5. Internal Affairs:

- Continue to coolaborate to implement plan on organizing state enterprises in the second stage (2007-2010) according to the Decision no. 761/QĐ/TTg dated June 19 2007 of the Prime Minister.  

  2.6. External Affairs:

-Continue to complete, modify, and supplement draft of the decision to issue Regulation on administer foreign affairs in the province.   

3. Some other work:

- Evaluate results of one-year implementation for the Decision no. 30/2008-CP dated December 11, 2008 by the government.  

 - Continue to check implementation for the project to simplify public administrative reform in the province.
