Work harder to improve the Provincial Competitiveness Index

​Favorable business environment is necessary for businesses to develop

Improving the investment environment, enhancing competitiveness, and improving the Provincial Competitiveness Index (PCI) is something that Dong Nai always strives for. However, due to the impact of the epidemic and other factors, the assessment from the business community about Dong Nai's PCI was not as high as expected.

6 out of 10 indicators increase

The PCI report for 2021 of the Vietnam Chamber of Commerce and Industry (VCCI) has just been released, showing that the reform situation is still on track to improve clearly, having practical effects on businesses.

According to VCCI analysis, 74% of businesses said that: "When the central regulations are not clear, the local People's Committee is active and creative in solving new problems" and 62% of businesses confirm that the local government has a positive attitude towards production and business activities of enterprises.

The PCI report for 2021 is built based on feedback from more than 11.3 thousand enterprises. In which, there are over 10.1 thousand private enterprises operating in 63 provinces and cities and more than 1.1 thousand foreign direct investment (FDI) enterprises operating in Vietnam.

Of the 10 criteria for assessing the Provincial Competitiveness Index, Dong Nai has 6 out of 10 criteria to increase scores compared to 2020: market entry, land access, minimizing informal costs, calculating dynamic of the government, business support services and legal institutions. In which, the most improved are support services for businesses.

In addition, the results of the PCI Infrastructure Index 2021, Dong Nai ranked No.4 out of 63 provinces and cities. Although not included in the calculation of PCI scores and ratings, the Infrastructure Index provides useful information for businesses and policymakers. This index is built based on a combination of official information sources of state agencies and information sources from enterprise surveys on infrastructure quality.

The infrastructure index in PCI 2021 includes 5 factors: Industrial Zones, roads, electricity, telecommunications and other infrastructure. In 2021, Binh Duong, Quang Ninh, Da Nang, Dong Nai and Hanoi are the localities with the best results in the Infrastructure Index.

Continue to improve the position

Summarizing the evaluation results, Dong Nai reached 65.75 points, an increase of 1.09 points compared to 2020 (64.56 points. The top 3 localities are: Quang Ninh, Hai Phong and Dong Thap Province.

Objectively, compared to the past, Dong Nai has made remarkable improvements in the business investment environment, especially in the fields of tax inspection, environment, customs, fire prevention and fighting, etc. has been evaluated much better by enterprises. As a result, the province has made great efforts in implementing plans to improve the business environment.

In Dong Nai Province, there are currently about 40,000 enterprises established, which is one of the localities with a large number of enterprises, so the attention and support is very important. In particular, focusing on promoting administrative reform to cut costs, create favorable conditions for businesses in handling administrative procedures, and enhance services to support businesses recovering from the impact of the Covid-19 epidemic in the past time.

Dong Nai strives that the province's PCI index in 2022 will rank 18th in the country and gradually rise up the rankings.
