Waste treatment zones must invest in infrastructure to ensure the approved capacity

Xuan My waste treatmen zone has an area of nearly 20ha, invested by Thien Phuoc Environmental Trading Company Limited, granted a certificate in 2010 and 2014 to receive domestic waste. In 2018, the company invested in a domestic waste incinerator with a capacity of 72 tons/day, but during the test operation, a fire occurred. From 2021 up to now, due to the epidemic and financial difficulties, the company has not been able to fix the problem. The company asked the Provincial People's Committee to extend the time and progress of land use for the remaining area of the treatment zone, allowing participation in the bidding process for domestic waste treatment for Cam My district from January 1, 2023.

After listening to reports from departments and sectors, Vice Chairman of the Provincial People's Committee Vo Van Phi suggested the investor to quickly repair the factory and incinerator in accordance with construction and environmental regulations. Prepare a dossier and submit it to the Ministry of Natural Resources and Environment to issue an environmental permit for the incinerator because this is a condition for consideration for bidding for domestic waste treatment. The province allows the extension one more time, in case the investor does not ensure the progress as committed, does not meet the technical requirements for construction, the province will withdraw and assign it to another unit to perform.

 
At Xuan Tam treatment zone, the project investor, Cu Lao Xanh Co., Ltd., said that in the past time, the company has accompanied the locality to urgently solve the environmental pollution caused by waste generated. The implementation process of infrastructure works is in accordance with the detailed planning 1/500 approved by the Provincial People's Committee, however, because of the delay in completing the construction permit procedures, the Department of Construction was sanctioned for administrative violations and proposed to remit the illegal profit of VND 35 billion. This causes great difficulties for businesses, and they hope that the relevant authorities and provincial leaders will solve this problem. The company also proposed to suspend receiving domestic waste to complete legal procedures and invest in a waste sorting line to produce compost.

Working with Cu Lao Xanh Co., Ltd., the Vice Chairman of the Provincial People's Committee suggested that the investor maintain the receipt and treatment of garbage for Xuan Loc district. There is a plan to complete the composting and production line, and carry out the procedures related to the permit to ensure waste treatment for the district. Cu Lao Xanh Company, Xuan Loc district People's Committee explain, propose and the provincial departments and branches to agree on the plan for the content of construction permits when implementing urgent work items in order to reduce pollution and environmental incidents.
