Transport infrastructure will continue to be prioritized for investment capital

According to the expected plan on allocating the medium-term public investment capital of the province for the period of 2021 - 2025, the transportation infrastructure continue to be prioritzed investment.

 Transport projects are the key targets of investment

According to the Provincial People's Committee, based on the document No. 491/TTg-KTTH dated April 02, 2021 of the Prime Minister and the appraisal opinion of the Ministry of Planning and Investment, the Provincial People's Committee expects the total public investment capital for the period 2021- 2025 of the province is more than VND67.7 trillion.

In which, the local budget capital is more than VND33.5 trillion, including: the concentrated budget capital, the land use levy revenue, lottery and local budget overspending resourcesThe Central budget capital is more than VND11.2 trillion, including the domestic capital and foreign capital resources. Along with that, it is the capital of about VND23 thousand billion from the land auction exploitation in the province.

Regarding the expected list and distributing scheme of the medium-term public investment plan for the 2021 - 2025 period, the transport sector continues to be identified as a priority investment focus. According to the expected plan, nearly VND32 trillion of the total medium-term public investment capital for the 2021-2025 period will be spent on the projects of transportation infrastructure development including the transition projects and the new commenced projects.

Specifically, for the capital of more than VND9.2 trillion from the central budget (excluding foreign capital), about VND8.5 trillion has been allocated to the transport projects. In which, the project of land acquisition, compensation, support and resettlement at the Long Thanh International Airport (the transition project from the period of 2016 - 2020 to the period of 2021 - 2025) continues to be approved to arrange the large capital resource with more than VND4.6 trillion for implementation. Along with that, VND 2 trillion also allocated for the key project with regional connectivity is the Nhon Trach District inter-port road project and it will be commenced a new project in the period of 2021 - 2025. More than remaining VND1.9 trillion will be allocated to 5 other transport projects under the targeted support program from the Central budget, including: 01 transitional project, which is the Backroad No. 10 project, section 2 (from boundary of Long Thanh District and Cam My District to the intersection with the Provincial road No. 769) and 04 new construction projects including: upgrading the Provincial road No. 763 (the remaining section); building the central trunk road of Bien Hoa City (the section from Vo Thi Sau Street to Dang Van Tran Street); road along Dong Nai River, Bien Hoa City (from Hoa An Bridge to the border with Vinh Cuu District); Belt road No. 1, Long Khanh City.

Meanwhile, for the capital of more than VND33.5 trillion from the local budget, transportation infrastructure projects are also expected to be "priority" to allocate more than VND23.3 trillion. This capital will be used to implement 29 transitional projects from the period of 2016 - 2020 to the period of 2021 - 2025 and 57 new commenced projects in the period of 2021 - 2025.

According to Vice Chairman of the Provincial People's Committee Vo Tan Duc, one of the province's socio-economic development goals in the coming period is to build Dong Nai Province to develop comprehensively in terms of economy, society, center for airport industry and services, deep-water ports, international trade gateways. Making Dong Nai Province become one of the important growth poles of the Southern Key Economic Zone and the whole country by 2025 and one of the top developing provinces of the whole country by 2030. Therefore, the allocation of medium-term public investment capital resource for the period of 2021 - 2025 is also carried out to ensure the goal of sustainable development and harmony between economy and society. "In which, focusing on investment resources to develop a synchronous, modern and focusing infrastructure system is the urban and rural transport infrastructure and transport connecting to the region" - Vice Chairman of the Provincial People's Committee Vo Tan Duc said.

Efforts have been made to have more than 1,000km of new roads

With the capital expecting to be allocated to the transport projects, Dong Nai Province aims to significantly increase the capacity of the transport network in the province. Accordingly, in the period from 2021 to 2025, the province's transport network will have an additional 53km of roads from the projects invested by the Central budget capital  and more than 1,000km of roads from the projects invested by local budget capital.

While the central budget capital is mainly allocated to the Long Thanh International Airport project and the regional connecting transport projects and the province’s key transport projects, the local budget capital will be prioritized for projects on upgrading, expanding and building new Provincial and District roads.

According to Mr. Nguyen Bon, Deputy Director of the Department of Transport, in recent years, although the road transport system in the province has been focused on investment and effective contribution in promoting the economic and social development. However, compared to the general growth rate, the road transport network is still in the situation of "not yet met the demand". "The road transport network in the province by 2025 in general has not met the moving needs of people in the province and in the region," Deputy Director of the Department of Transport Nguyen Bon said.

Therefore, it is necessary to invest in the development of a number of new opened routes and at the same time, increase the capacity of existing roads as a basis to meet the development of transport infrastructure in the province in the future.

From the above needs, in the plan on allocating the public investment capital in the coming period, many projects on upgrading and investing in the new Provincial and District roads have also been allocated the capital for implementation such as: constructing section 2 of the road No. 25C, phase 1 (Nhon Trach District); upgrading the road No. 25B (section from Center of Nhon Trach District to the National Road No. 51, Long Thanh District); the road to the Ong Keo Industrial Zone (Nhon Trach District); Phuoc Binh - Bau Can - Cam Duong Road (Long Thanh District)…
