To Step Up Investment In Improving Urban System Quality

After nearly 7 years of implementing the urban development program, Dong Nai has completed its goal of developing the number of urban areas. However, the quality of urban areas, especially infrastructure systems and some urban grading criteria, are still facing many limitations.

Upgrade of Urban Classification Criteria
According to the Resolution 116 dated July 11, 2014 of the Provincial People’s Council on urban development program of Dong Nai province for 2020 period and 2021-2030 period, by 2020, the province will have 11 cities. In which, there is 1 grade-I urban center (Bien Hoa city), 1 grade-II urban center (Nhon Trach city), 1 grade-III urban center (Long Khanh city), 2 grade-IV urban centers (Long Thanh and Trang Bom urban areas) and 6 grade-V urban centers (Dinh Quan, Tan Phu, Dau Giay, Gia Ray, Long Giao, Vinh An urban areas).
After nearly 7 years of program implementation, by 2020, according to the Department of Construction, this province has reached 11 cities, including 1 city of grade-I (Bien Hoa city), 1 city of grade-III (city Long Khanh), 2 urban centers of grade-IV (Long Thanh and Trang Bom urban areas) and 7 grade-V urban centers (Dinh Quan, Tan Phu, Dau Giay, Gia Ray, Long Giao, Vinh An and Hiep Phuoc urban areas).
In comparison with urban development program’s target, Dong Nai has completed its development target in terms of the number of cities. However, in terms of urban classification, the initial goal was not achieved. Specifically, by 2020, Nhon Trach urban area has “missed out” with grade-III urban center. Compared with the criteria of grade-II urban center, Nhon Trach urban area currently lacks many indicators such as population, architecture, urban landscape.
Mr. Nguyen The Phong, Vice Chairman of Nhon Trach District People’s Committee said that according to the target, by 2020, Nhon Trach urban center will have a population of about 350,000 people. However, up to the above-mentioned time, the population reached about 260 thousand people. The “absence of people” makes it difficult to attract investment projects on trade in services and urban highlighting projects.
Similarly, the city of Bien Hoa, the center of the province, has been recognized by the Prime Minister as a Grade I city since 2016, but now there are still a number of unmet criteria, especially on the development of urban infrastructure systems. The cause of this situation is that Bien Hoa urban area has to face with large mechanical population fluctuations that make the infrastructure system not able to meet development needs. This is also the main cause of frequent flooding and traffic jams in Bien Hoa urban area.
Mr. Do Thanh Phuoc, Head of Architectural Planning Management Division, Department of Construction, said that the high mechanical population growth rate is putting pressure on the infrastructure system of urban areas in Dong Nai.
Mr. Phuoc said that in construction and urban development, the planning and management of construction planning have a strategic role and must be one step ahead. “Construction planning is the basis for investment in the construction of embellishment and urban development works. At the same time, it is one of the main solutions to manage urban construction, urban development towards civilization” - Mr. Phuoc emphasized.
According to the Department of Construction, for current 11 urban centers, the urban areas of Bien Hoa and Nhon Trach have been approved by the Government for their general urban planning. Along with that, the Provincial People’s Committee has also approved the adjustment of general construction plan at the rate of 1/5000 for Tan Phu town, Tan Phu district by 2030; and approving the overall adjustment of general construction planning with the rate of 1/5000 for Long Giao urban area, Cam My district to 2030 and vision to 2050. Currently, the Department of Construction is continuing to instruct the People’s Committees of Xuan Loc, Vinh Cuu, Thong Nhat, Dinh Quan and Trang Bom districts to prepare the urban construction general planning documents.
For urban development, currently the Provincial People’s Committee has also approved proposals to recognize the planned area to establish Long Giao town, Cam My district to meet grade-V standards; outlines of urban development program of Gia Ray town, Xuan Loc district in the period up to 2025 and 2026-2030 period; outline of Urban Development Program of Dau Giay, Thong Nhat District in the period up to 2025 and 2026-2030 period, and proposal outline for urban development area of Region I and II, Trang Bom town, Trang Bom district.
To improve urban center quality, according to Mr. Do Thanh Phuoc, there should be a focus on planning, approving and managing the plan as well as quickly and synchronously mobilizing resources for infrastructure investment in urban residential areas as planned. Specifically, it is necessary to focus on the management of district regional planning, construction subdivision planning, urban detailed planning to concretize the general planning. Construction planning projects that have been approved but have not been implemented should be implemented comprehensively; Reviewing inadequacies in planning projects, having implementation plans for each stage of approved construction planning projects; Localities need to publish and publicize construction planning so that people can implement and supervise the implementation. “It is necessary to soon promulgate regulations on urban architecture planning management as a basis for licensing construction management. It is necessary to strengthen the management of urban development according to planning and special plans for large urban areas such as Bien Hoa, Long Thanh, Trang Bom, Nhon Trach”- Mr. Phuoc said.
Particularly for Bien Hoa and Nhon Trach urban areas, its authorities are now speeding up the formulation, submission and approval of the subdivision construction planning according to the approved general planning. This is the basis for proposing the implementation of the development profile for these two cities. Mr. Nguyen Minh Hoang, Deputy Director of the Department of Construction, said that for urban centers of grade-III or higher such as urban areas of Bien Hoa and Nhon Trach, there must be a zoning plan in order to prepare a proposal for urban development program approval. “This is a framework of Government’s regulations” - Mr. Nguyen Minh Hoang emphasized.
