* Ensuring timely bring the benefits to the employees

According to the Resolution No. 68/NQ-CP dated July 01, 2021 and the Decision No. 23/2021/QĐ-TTg dated July 07, 2021 of the Government on the implementation of a number of policies to support the employees and employers affected by the Covid-19 pandemic, there are 03 policies directly related to the Social Security sector, including: reduction of insurance premiums for occupational accidents, occupational diseases; suspending contributions to the retirement and survivorship fund; support training to maintain jobs for the employees. Currently, these policies are being deployed by the Social Security sector to the  employers and employees facing difficulties in the area.

In order to create the best conditions for the employees and employers to access and enjoy the support policies, the Dong Nai Provincial Social Security has urgently coordinated with the relevant departments and branches to advise the Provincial People's Committee to issue the decisions and plans on policy implementation in the province and to establish the steering committee for the implementation of the Resolution 68/NQ-CP. At the same time, the Dong Nai Provincial Social Security also issued a document on strengthening the online processing of dossiers on the National Public Service Portal and requesting the Social Security of districts, cities and professional divisions to strengthen coordination with the other departments and branches in the locality in order to propagate, guide and respond fully and promptly to feedbacks and recommendations of people and employers about obstacles and difficulties in supporting employees and employers, etc.

As of September 05, the Provincial Social Security has issued a decision to suspend contributions to the retirement and survivorship fund for 25 employers, equivalent to nearly 6,000 employees, with an amount of over VND4.2 billion; to reduce contributions to the fund of insurance premiums for occupational accidents, occupational diseases for more than 9.2 thousand units, with more than 646,000 people, equivalent to an amount of over VND72.4 billion, etc.

Ms. Nguyen Thi Anh, Head of Human Resources Division of the Crest Top Viet Nam Co., Ltd (the Ho Nai III Industrial Zone, Trang Bom District) said that since the outbreak of the epidemic, for the procedures related to the Social Issurance sector, the company have implemented through the electronic transactions. At first, the work also caused many problems due to unfamiliarity, but thanks to the enthusiastic guidance of the staffs in charge of the Social Issurance, everything at present is very convenient. As a result, Ms. Anh has been fully and timely approached the Social Issurance policies to support the enterprises and employees facing difficulties due to the impact of the Covid-19 epidemic.

“In parallel with the application of information technology, the positive working attitude is an important factor in bringing the policies to the people in the most effective way, I noted this point at the Provincial Social Security” - Ms. Anh commented.

* Social Issurance participants' benefits are always guaranteed

The Director of the Provincial Social Security Pham Minh Thanh said that, in order to ensure the smooth policy settlement, every day (including holidays), the Board of Directors always monitors, inspects, urges and directs the staffs, public employees and employees receiving the dossiers and processing and confirming the list to implement the policies in accordance with the Decision No. 23 from the National Public Service Portal in order to ensure progress and quality according to the regulations, absolutely not to the dossiers beyond the time limit for processing.

In addition, the Dong Nai Provinical Social Security also established the Focal Point Team to handle the public service dossiers to implement the policies to support the employees and employers facing difficulties due to the Covid-19 pandemic on the National Public Service Portal (at the address: https://dichvucong.gov.vn). Accordingly, the organizations and individuals, after having the electronic transaction accounts with the Social Security Agencies, will easily carry out the relevant administrative procedures right on their smart electronic devices (phones and tablets) which do not have to go directly to the Social Security Agency, both saving time and travel costs, and avoiding large gatherings, contributing to the effective prevention and control of the Covid-19 epidemic. 

For transactions that have not yet undergone the electronic transactions, propagandizing and encouraging the people uses the public postal services, limits the form of receiving the dossiers and returns the results directly during the implementation of the Covid-19 epidemic prevention and control measures.

In particular, on the VssID-BHXH application, 04 administrative procedures have been integrated such as re-issuance of Social Issurance books without changing information, re-issuance of health insurance cards due to damage or loss, changing the form of receipt or information of beneficiaries of Social Issurance benefits and relocating to enjoy the pensions and Social Issurance benefits. Therefore, the people can use these 04 online public services right on the VssID application.

When going for the medical examination and treatment at the medical facility, the image of the health insurance card on the VssID application can be used instead of using the paper health insurance card. Or just using the personal computer or smart mobile device, you can register yourself to switch the form of receiving pension from cash to your personal account, contributing to limit the possibility of spreading the epidemic and protect the health of the people.
