To improve the treatment quality of the clinics in the Industrial Zones

The Department of Health has just sent a written request to the Department of Labor, War Invalids and Social Affairs and the Provincial Industrial Zones Authority to coordinate in informing and requesting the enterprises inside and outside the Industrial Zones in order to strengthen the medical examination and treatment capacity of the healthcare divisions of the enterprises, units of the first aid and on-site initial medical examination and treatment for the employees.

If the enterprise's medical division has not yet be organized, they must contract with the qualified medical examination and treatment facilities in order to arrange the medical staffs for regular medical examination and treatment and first aid for the employees at the enterprise. In case both of the above contents cannot be done, the employees should be instructed to go to the medical examination and treatment facilities with primary health insurance near their workplaces or residences (such as Health Stations of communes, wards and townlets; Polyclinics). The employees are limited visiting to the hospitals in order to reduce the risk of Covid-19 infection (excepting for emergencies).  

The Health Stations in communes, wards and townlets; Polyclinics organize to receive the first aid, examination and treatment for the employees who need the quick and convenient medical examination and treatment in order to ensure the epidemic prevention and control according to the regulations. Transfer of patients only when it exceeds the facility's treatment capacity and no transfer to upper levels at the request of the patientsThey must complete the medical examination and treatment procedures, issue the sick leave papers for social insurance benefits and make the payment for medical examination and treatment covered by the health insurance according to the regulations.

The Hospitals and Medical Centers are in charge of supplying drugs to the Health Stations to ensure the adequate supply of drugs, consumables, personal protective equipments, etc., so that the Health Stations can well perform their first-aid duties, regular medical examination and treatment for the employees.

The Provincial Hospitals, Regional Hospitals, Non-public Hospitals, and Medical Centers have their beds ready to receive and handle the cases transferred by the Medical Stations and Polyclinics. The remote consultation should be strengthened to help the Medical Stations and Polyclinics effectively treat patients at the facility, limiting referral to upper levels.

For the employees undergoing outpatient treatment, they need to continue to receive treatment but do not need to be treated at the upper levels, they are referred for follow-up examination at the Medical Stations and Polyclinics near their workplaces or residences.

For the inpatients, it is necessary to strengthen control of the Covid-19 epidemic for the employees during their hospital stay, get tested for Covid-19 before they are discharged from the hospital, and notify the localities where the employee resides according to the regulations of the Department of Health on strengthening the control of the Covid-19 epidemic at the hospitals, coordinating with the localities to strictly control people returning from hospitals; and the documents of the Department of Health on guiding the monitoring of patients after being discharged from the hospitals for early detection of SARS-CoV-2 infections. At the same time, it is necessary to notify the enterprises where employees work in order to coordinate management, avoid the new outbreaks arising in the localities and enterprises due to not strictly managing people returning from hospitals.
