The problems of the enterprise should be removed as soon as possible

In the process of restoring production and business, enterprises in the province encountered 4 major problems that need to be resolved in time to restore production and business: having a vaccine against Covid-19 to inject 2 full doses for laborers, loan capital, detailed instructions on disease prevention and control, quick processing of dossiers and procedures. If the above problems are solved soon, the recovery speed of enterprises will be faster than the forecast of economic experts, which takes about 5 or 6 months.

“The pandemic has caused many small and medium enterprises to be severely affected. Currently, the province has returned to a ‘new normal’ state, businesses are restoring production and business, but most of them are short of capital, so they are looking forward to freezing debts and accessing preferential loans to overcome this difficult time. Businesses also want the provinces and cities to agree on a plan to prevent pandemics and circulate goods so that the operation process is not hindered,” said Dang Van Diem, Chairman of Dong Nai Young Entrepreneurs Association.

According to the suggestions of businesses, as well as the association, the obstacles have been gradually removed to create suitable conditions for businesses and employees. Dong Nai, as well as many other provinces and cities, have determined that the epidemic will still be complex, so the loosening of the bonds of regulations will be considered to ensure the dual goals of both epidemic prevention and production and business operation.

 “The company is restoring production, bringing about 70% of employees back to work. Currently, the enterprise is adding more workers to increase the capacity of the factory and returning to normal operation. Therefore, the company's most desired is supported about 400 doses of Covid-19 vaccine to inject the entire 2nd dose for employees in order to set their mind at rest.” said Mr. Tran Khanh Huy, Sales Manager of Koyu & Unitek Co., Ltd (Loteco Industrial Zone, Bien Hoa City)

 Facilitating the documents processing

Today, many Foreign Direct Investment enterprises in Dong Nai province area are very confused because the documents on economic recovery and epidemic prevention are continuously issued and have many changes. This is also a big barrier for businesses in implementing business development plans. Therefore, many businesses hope that after the documents of the Government and the Provincial People's Committee are issued, the departments will provide detailed instructions for businesses to complete the procedures and approve the application quickly in order to be able to deploy soon.

Ms. Tran Thi Thu Huong, Deputy General Director of Long Duc Investment Company Limited (Long Thanh District) said: “Over the past 2 weeks, FDI enterprises in Long Duc Industrial Zone have continuously added more workers and allowed workers to go and return daily to recover production. Businesses feel more secure when the local authority continues to loosen regulations on epidemic prevention to accelerate industrial development. However, enterprises also expect the province to have detailed instructions on how to stop production as well as how long they do that if they have the infected case inside the factory area. Therefore, enterprises can plan production appropriately, without affecting the production process and orders”.

Nearly a month ago, the Government, Dong Nai and other provinces also continuously issued documents on economic recovery. Enterprises hope that the policy is issued for long-term stability and empowering businesses to proactively plan for epidemic prevention and production recovery. At the same time, documents between provinces must be consistent so that when moving labor and goods between provinces and cities, there are no barriers.

Mr. Cao Tien Dung, Chairman of the Provincial People's Committee affirmed that: "Dong Nai is trying to control the epidemic as well, proposing to the Government to add more vaccines for workers and continue to loose regulations to create pleasure conditions for businesses which are in the stage of production recovery. If enterprises have difficulties and problems, they can contact directly to Dong Nai Industrial Zones Authority (for enterprises located in Industrial Zones) or the Department of Labour, War Invalids and Social Affairs (for enterprises located outside Industrial Zones) to receive the specific instructions.” 

These problems not only occur in Dong Nai, but other provinces and cities also have to base on epidemic prevention in the area to have appropriate opening regulations in the new situation that we are living with the Covid-19 epidemic.
