The local authority will support retail markets to conduct the "quick test" of Covid-19 for small businesses owners

According to the Department of Industry and Trade, in case the operating time of the market changes compared to the market rules approved by the competent authority, the market management board is requested to send a written proposal for approval of the adjustment of the market operation time during the application of Directive No. 16.

In which, the Department of Industry and Trade appraises and submits to the Provincial People's Committee for approval for wholesale markets. Departments of Economy/Economics and Infrastructure of districts and cities in the province shall appraise and submit the applications to the People's Committees of districts and cities for approval for the markets of Level 1, Level 2, and Level 3. The time limit for appraisal and approval shall not exceed 48 hours since receiving the complete and valid dossiers.

 

In particular, the Department of Industry and Trade suggested that the People's Committees of districts and cities need to direct the implementation and pay the cost of testing for SARS-CoV-2 antigen (every 7 days is maximum) for managers, households and individuals doing business at retail markets in the local area (including essential goods selling stalls established by the local authority) from July 23, 2021.

 

Markets and competent authorities need to assess the risk of Covid-19 disease transmission (according to the guidance form in Document No. 5858/BYT-MT of the Ministry of Health) in every 3 days. In case, the evaluation results are risky, or the risk of infection is high, they should immediately report to the competent authorities for consideration and decision on the suspension of business operations as prescribed.

 

Mr. Nguyen Van Lai, Director of Bao Hoa Trade and Service Cooperative, the management agency of Bao Hoa Market (Xuan Loc District), said that the market currently has more than 30 stalls mainly selling essential items. The market ensures the social distancing between stalls, has a checkpoint to control people entering and leaving the market, implements medical declaration and limits people to enter the market to about 10 people at a time. The market management board has conducted 2 tests for SARS-CoV-2 for officials, employees and traders of the market in the past 2 weeks. In particular, the market management board paid in advance to conduct testing for small traders, so the market wants to have more policies to support the cost of Covid-19 testing for its officials, employees and traders in the coming time.

Mr. Le Van Loc, Deputy Director of the Department of Industry and Trade said the Department will coordinate and monitor localities and units to implement the measures of prevention and control of Covid-19 at wholesale markets and retail markets in each location, and units in accordance with regulations.
