It is the direction of comrade Nguyen Hong Linh, Member of the Party Central Committee, Secretary of Provincial Party Committee, Head of the Provincial Steering Committee for Covid-19 epidemic prevention and control at the briefing meeting on the epidemic prevention and control in the province on September 10.

The Chairman of the Provincial People's Committee Cao Tien Dung spoke at the meeting.
At the meeting, the Secretary of the Provincial Party Committee Nguyen Hong Linh suggested that the health sector urgently inject all the remaining 300,000 doses of the vaccine of the 7th and 8th phases and deploy the 9th phase of injection as soon as the vaccine is available in order to achieve the target of 100% of people aged 18 years and over in the province injected the 1st dose of vaccine as soon as possible (maybe after September 15). The information technology is ultimately applied in the immunization; those who do not install the “Electronic Health Book” Appication, they will not be injected the vaccines. The Secretary of the Provincial Party Committee emphasized that the current priority is to vaccinate the people. Therefore, it is necessary to consider by many different mechanisms so that people can be vaccinated as quickly and well as possible.
Based on the specific epidemic situation in the area, the localities must correctly identify the outbreak and narrow the lockdown area. It is necessary to accurately delineate the affected areas of the epidemic, expand the green zones and keep the sustainable green zones.
The province's policy is to return to a new normal state when Dong Nai Province achieves the goal of more than 2.2 million people aged 18 and over being vaccinated. However, it is necessary to consider the solutions in order to protect the safety of more than 1 million people under the age of 18 who have not been vaccinated. Therefore, strictly implementing the 5K principles and controlling the epidemic in the green zones is very important.
Relevant Departments, branches, agencies and units should refer to the experience of other countries, provinces and cities to build a model of returning to a new normal state in Dong Nai Province so that it is effective, from the service sector, production in the factories and enterprises to normal activities of people such as going to the market, going to school, going to the doctor, etc. The regulations need to be based on the actual situation in each locality to decide which ones to open, which ones not to open, and how to open them to ensure both feasibility and efficiency.
Also at the meeting, the Chairman of the Provincial People's Committee Cao Tien Dung said that Ho Chi Minh City and Binh Duong Province are preparing the necessary conditions to gradually lossen up the social distancing measures. This puts a lot of pressure on Dong Nai Province because Dong Nai Province as a neighboring province, but up to now, it has not covered all of the 1st dose of the vaccines for the people aged 18 and over. If Ho Chi Minh City terminate the lockdown period, the neighboring localities must also re-open in order to create synchronization. The localities need to consider from experience so that when opening the social distancing, it must be safe and in order that the green zones do not become the red zones and the red zones can become the green zones, avoiding the situation of implementation being too hasty causes the people to become unresponsive. It is necessary to consider to build a strict plan in order to ensure the industrial, agricultural and service production and interaction with the neighboring localities.
The Chairman of the Provincial People's Committee emphasized that the application of information technology is the current top priority in the immunization in order to solve some problems related to the data entry in the past time. Regarding to the digitization, which sectors directly affect the people's lives and benefits, that sectors will give priority to do first, including the health sector.
The localities need to continue to review and ultimately limit the F1 cases to the F0 cases; be very wary of small cases in the residential areas of the green zones because of only a few initial cases that are not well managed and handled, there is a risk of an outbreak very quickly. Particularly, in Bien Hoa City, it is necessary to urgently apply the oriental medicine to support the care of the F1 cases in the quarantine areas in order to minimize the risk of cross-infection in the quarantine areas.
