* Rapid economic recovery

One of the outstanding results in the first quarter is the socio-economic situation has strong growth. According to the Provincial Standing Committee member, Vice Chairman Tran Minh Phuc, although in the first quarter of the province focused caring for people's New Year, New Year holiday period prolonged but the production - business is still guaranteed. Gross Regional Domestic Product (GRDP) in the province in the first quarter reached 15,486 billion VND, up 10.51% over the same period. This is the highest growth rate over the same period of the previous year, showing the provincial economy has recovered.

On the agricultural sector, the province has issued regulations and supports the incentives for investment in agriculture and rural development, period 2015-2020; held storing, supplying water in rivers, streams, irrigation projects to ensure adequate water for production and daily life for the people. Results, sown area of winter - spring 2014-2015 reached 42,250 hectares, up 3.4% over the same period. Besides, has formed a production chain link in a number of provinces primary crops, such as coffee, cocoa, cashew, sugar cane ... and development of a large number of fields, high quality in Tan Phu, Dinh Quan, Trang Bom, Vinh Cuu, Xuan Loc.

Besides, in the last quarter, the province has focused on directing the budget revenues. Results have obtained than 9 trillion VND (up 15% over the same period). Because revenues reach so has guaranteed the payment of salaries, support for the poor and policies during the Tet holiday 2015. The province is also interested in directing, performing many important transportation projects in the province. According to Director of the Department of Transport-Nguyen Van Diep, on April 30, will technical open to traffic the Tam Hiep junction tunnel. At the same time, the province will launch 6 new projects in the second quarter and completed several projects in 2015, to meet the travel needs of the people, contributing to the province's economic development.

* "Hot" in capital

However, besides positive results as above, in each area still has limitations, certain difficulties.

District Party Committee Secretary Nguyen Hoa Hiep Thong Nhat stated in the first quarter of the district leadership program focused on building new rural areas, but the district is lack of funds for the construction of some buildings in the region. Answering the issue, the Director of Planning – Investment Department, Bo Ngoc Thu said last disbursement for the new rural construction in the district is slow, because the districts have changed the loan portfolio. Recently, the province has met the district to unify loan portfolio program of new rural construction. Thereby, the additional capital to more than 1 trillion VND, but now there is no capital. Province wanted to support the districts but helplessness.

Just because there are no funds so some projects in the province can not deploy, to call for investment in the project but have a hard time in calling for investment, such as urban drainage projects, focus residential area. According to calculations, funds to implement this project over 5 trillion VND (not including Bien Hoa), while budget balance was only 800 billion VND.

Another issue to be discussed at the conference, which is illegally built. According to the report of the Committee, in the first quarter, the province has administrative sanctioned 960 building cases not allowed. Director of the Department of Construction Ta Huy Hoang said that so far many places have not completely settle the illegal construction, including many wards and communes in Bien Hoa City. The place to happen illegally constructed by the State loose management over land. Once the situation of illegal construction happens, the process is complex.

Head of People Mobilization of the Provincial Party Committee Huynh Van Tinh said the demand for housing in Dong Nai is great due to gatherings of workers in the industrial zones. Without the strict management, the illegal construction continues to spread, disrupting the plans of the provinces. Before this situation, the province should review the planning, construction announced for civil procedures, continued to call for the construction of housing for workers. 

* Continue to remove difficulties for enterprises

Director of the Department of Agriculture - Rural Development Pham Minh Dao, claims that should boost production linkages associated with consumption of agricultural products in the province, because problems associated product sales of production is vital. Vice Chairman Tran Minh Phuc said that in the second quarter of 2015, the province will continue to hold meetings, to remove difficulties for enterprises, especially in the capital. At the same time the province will hold a corporate connection, continue the implementation of investment promotion programs, trade, transfer of goods to the countryside, to review the industrial cluster. Implemented drastic measures to improve the investment environment; promote the reform of administrative procedures; effective implementation of investment promotion programs, trade, tourism, market connections.
