Accordingly, at present, the number of employees who have requested to terminate the "3 things on the spot" to return to the locality is constantly increasing, the settlement of workers returning to their homes will cause difficulties for the establishment of “green zones”. In addition, the Industrial Zones are at high risk of Covid-19 infection in production and business establishments. As of August 16, there were 902 F0 employees who had PCR results and 63 F0 cases by rapid tests at 41 companies in the industrial zones in the district. Some workers tested with negative results, but about 4 days after returning to their homes, taken the tests again and the results were positive; consequently they became the people spreading the epidemic to the community.  

Facing the complicated situation of the pandemic in the district, the Chairman of the District People's Committee has the following opinion: Temporarily suspending the settlement for employees leaving the enterprise to return to their homes when implementing the "3 things on the spot" option, "1 route, 2 stops" until the end of August 31. Particularly,  for necessary cases such as serious illness, they will be transferred to medical facilities for treatment, and in other cases such as accidents or family problems, the District People's Committee will handle employees to return but they must be medically isolated in the quarantine areas of communes and towns within 7 days. 

The District People's Committee proposed the enterprises to implement accommodation plans for workers, strengthen propaganda, mobilize workers  in order that they feel secure in production and comply with the regulations of state authorities “stay still at where they are”.  The Provincial and District People's Committees will give priority to vaccination against Covid-19 for employees to implement "3 things on the spot". The District People's Committee also proposed the Department of Labor, War Invalids and Social Affairs and the Dong Nai Industrial Zones Authority to consider limiting the license of newly registered enterprises and additional employees when implementing the above options until the end of  August 31, 2021. The District People's Committee deploys large-scale testing and establishes a safe area known as “green zone” with the Covid-19 epidemic in the area.
