Technology transfer from FDI

According to the Dong Nai Industrial Zones Authority, the transfer of science and technology to Vietnamese laborers is in line with the requirements and commitments made when FDI enterprises started making investment in the province. Previously, technical experts in FDI enterprises were mostly foreigners, now the Vietnamese take the major responsibilities.

 

Through the preliminary assessment by the Dong Nai Industrial Zones Authority, FDI enterprises investing in the province from 43 countries and territories have paid great attention to the transfer of personnel management and technology to Vietnamese labor. Currently, Vietnamese employees in FDI enterprises account for nearly 90%. Many FDI investors are only responsible for funding capital into production and business, while human resources management and technology are transferred to Vietnamese partners.

Mr. Nguyen Cong Doan, General Director of Daikan Vietnam Co., Ltd. in Amata Industrial Zone (Bien Hoa City), said: "The 100% Japanese owned company specializes in producing signs, LEDs export to many major markets in the world. The company was established in 2010 and after 2 years, the Japanese have transferred the whole technology to Vietnamese workers, only responsible for investing in production and business." According to Mr. Doan, the design of the product is approached and grasped by Vietnamese engineers and experts who have done as well as Japanese counterparts.

After proper training, Mabuchi Motor (Japan) manufacturing facility in Dong Nai also transferred the technology to Vietnamese experts and engineers. "Over the past three years, Mabuchi Motor has trained and delivered almost all electronic component manufacturing technology to Vietnamese workers. The key positions in the board of directors, departments which are in charge of personnel management, technology and business are taken over by the Vietnamese. "- Said Mr. Pham Van. Many FDI enterprises from Korea, Taiwan, the EU, and ASEAN countries, etc. have invested in the province to prioritize the recruitment of Vietnamese laborers from the unskilled to highly skilled workers to handle the transfer of production and design process. This is a good opportunity for domestic workers to adopt modern production processes.

 

According to experts in the field of economics, in order to ensure the effective transfer of science and technology to Vietnamese workers, provinces and cities should attract investment selectively. If the project involves high technology, Vietnamese laborers will acquire advanced technology in production when adopting technology transfer. Thus, domestic workers will gradually master the technology, and in the long run can confidently work in ASEAN because the ASEAN Economic Community was officially established.

Mr. Tran Ngoc Liem, Deputy Director of Vietnam Chamber of Commerce and Industry (VCCI), Ho Chi Minh City branch, said: "To master modern technologies transferred by FDI enterprises, we must train qualified engineers and specialists to meet the needs of FDI enterprises when they making investment in Vietnam. In addition, provinces and cities should make proper consideration when attracting FDI. Because by attracting high-tech projects, Vietnamese workers can adopt modern technology, while obsolete technology projects only bring about outdated techniques. "

Mr. Mai Van Nhon, Vice Chairman of Dong Nai Industrial Zones Authority, said that the province has been attracting investment selectively for the past five years. In particular, the province prioritizes to attract environmentally friendly projects with high technology; while many outdated technology projects with high pollution risk have been rejected. "Technology transfer of FDI enterprises in Dong Nai is quite good. Vietnamese laborers have soon taken over relatively important technical positions; many of the positions of general directors, directors, and technical experts have been handed over to the Vietnamese laborers. The quality of domestic labor is confirmed by the fact that FDI enterprises’ operations have gained higher revenues and profits," Mr. Nhon said.

 

At the meetings with FDI enterprises and foreign corporations who have been investing in Dong Nai, Vice Chairman of the provincial People’s Committee Tran Van Vinh addressed the labor issues and required FDI enterprises that have demand for skilled labor to detail their requirements, the province will link with the domestic colleges and universities to provide well trained labor force.
