In order to complete the traffic network connecting the region, Dong Nai has urgently implemented procedures to quickly deploy investment and construction of component projects of 2 projects to build ring roads 3 and 4 passing through the province.

Dong Nai Provincial People's Committee proposes to move the Thu Bien Bridge from component 2B project to component 3A project, Ring road 4 so that Binh Duong Provincial People's Committee continues the construction.
Completing procedures for project acceptance
One of the important requirements to implement the policy of assigning localities is that the authorized State agency will implement the component projects of 2 ring roads 3, 4 is that localities must assign tasks to a focal agency is responsible for implementing investment procedures.
According to Ms. Nguyen Thi Hoang, Vice Chairwoman of the Provincial People's Committee, over the past time, the Provincial People's Committee has also considered establishing and selecting a PPP project management department to implement projects. “The provincial government has considered establishing a unit under the Provincial Construction Investment Project Management Board or establishing a division under the Provincial People's Committee to act as the focal agency for project management. However, according to Resolution 18-NQ/TW and Resolution No. 19-NQ/TW of the Central Committee on streamlining the governments, the establishment of a new unit is also very difficult. Therefore, the province is considering whether this focal unit will be under the Provincial Construction Investment Project Management Board or under the Department of Transport "- Vice Chairwoman of the Provincial People's Committee Nguyen Thi Hoang said.
Most recently, in the Document No. 6784/UBND-KTN of the Provincial People's Committee on the proposal of mechanisms to implement the project of Ring Road 3, Ring Road 4 through the province (on June 17), sent to Mr. Standing Prime Minister Truong Hoa Binh, the Provincial People's Committee has decided to assign the Provincial Construction Investment Project Management Board to be the focal agency of the province to receive project documents from the My Thuan Project Management Board.
At the same time, the Provincial People's Committee also proposed to allow separate items of compensation, support and resettlement for projects for implementation. However, to ensure feasibility when implementing projects, in terms of capital, Dong Nai proposed the Ministry of Transport to propose the National Assembly to consider adjusting Clause 2, Article 69 of the Law on Investment in the form of Public-Private Partnership in the direction of increasing the State's capital contribution rate to 50% and supporting the locality by 50% in project investment excluding site clearance costs. In addition, because the site clearance costs of the projects are very big, Dong Nai also proposed the Government to lend the central capital to the local government to carry out the site clearance of the projects as well as the capital-generating land. Allowing localities to apply the form of contractor appointment and contract assignment in the selection of investors and construction and installation contractors and approve the assignment to the competent Provincial People's Council to consider the conversion of rice land area from 10 hectares or more in the ring road 3 and 4 project area to speed up the progress.
Proposal to add an extension of Ring 3
In addition to recommendations on investment policies, Dong Nai also has recommendations to the Government on the implementation plan of component projects of 2 ring roads 3 and 4.
Accordingly, for the component 2A project, the Tan Van - Nhon Trach section of the Ring Road 3 project, the section through the province is only 5km long, so the assignment of localities to implement the route sections. Through each province, there will be sections 1B, 2A and 2B which will be implemented in the form of BOT investment. At that time, the Tan Van - Nhon Trach section, belonging to the Ring Road 3 project, was only 34 km long, but there would be 3 BOT toll stations including: 1 station in section 2A in Dong Nai Province; 1 station in section 1B in Ho Chi Minh City, and 1 station in section 2B. Therefore, the Provincial People's Committee proposes to combine 3 component projects including 1B, 2A and 2B, Tan Van - Nhon Trach section, belonging to Ring Road 3 project into 1 project to implement investment in the form of BOT mode.
At the same time, the Provincial People's Committee also proposed the Government to approve the policy of allowing the Provincial People's Committee to add a section of Belt 3 extending from Ben Luc - Long Thanh Expressway to the road to Ong Keo Industrial Zone with a length of 2.3km to Ring Road 3 and enjoy the same special mechanisms as the remaining sections of the Ring Road 3 project. “The additional investment in the extended Ring 3 section will create favorable conditions for group V Ports in the area of Nhon Trach District connects to the Ben Luc-Long Thanh Expressway," said Vice Chairwoman of the Provincial People's Committee Nguyen Thi Hoang.
For Ring Road 4, the Provincial People's Committee also proposed to move the Thu Bien Bridge from component 2B project to component 3A project so that Binh Duong Provincial People's Committee can continue the construction. Because, Thu Bien Bridge on Ring 4 route was previously invested and built by Binh Duong Provincial People's Committee.
