Speeding up the Cai Riverside Road Construction Project

3 new items have been proposed to complete the traffic organization at the intersection between Cai Riverside Road (section from Ha Huy Giap Street to Tran Quoc Toan Street) and North-South Railway on Nguyen Thanh Phuong Street. With the above "knots" removed, the Cai Riverside Road Construction Project will also be accelerated in the coming time.

The Cai Riverside Road Project with a length of 4.6km will help enhance traffic connections and create a landscape for the riverside area.
Completing the traffic organization plan at the intersection with the railway
The Cai Riverside Road Construction Project is one of the key projects currently being implemented in Bien Hoa city. This is a project towards the "dual" goal of enhancing traffic connectivity and creating urban landscapes along the Cai River.
According to the plan, the Cai Riverside Road has a length of nearly 4.6km, the width is 32m with a technological speed of 60km/h. Over the past time, the Provincial Construction Investment Project Management Board and the People's Committee of Bien Hoa City have carried out missions related to project investment procedures and site clearance. However, one of the obstacles affecting the project progress is finding a solution to build an intersection between the Cai riverside road and the North-South Railway on Nguyen Thanh Phuong street.
Because the starting point of the Cai Riverside Road (intersected with Ha Huy Giap street) to the North-South Railway on Nguyen Thanh Phuong Street is too short, the construction of overpasses and underpasses does not meet the traffic safety requirements, and simultaneously affects the urban beauty. Therefore, the authorities of the province have agreed to build a level intersection between the Cai Riverside Road and the North-South railway at this intersection. Dong Nai's proposal for the construction of a level intersection between the Cai Riverside Road and the North-South Railway line crossing Nguyen Thanh Phuong Street was later approved by the Ministry of Transport. However, when implementing construction, Dong Nai has to also ensure the requirements of traffic separation and avoid congestion when putting into use this level intersection.
Ngo The An, Director of the Provincial Construction Investment Project Management Board, said that upon the proposal of the province, the Ministry of Transport has approved to allow the relocation of the existing horizontal road at Nguyen Thanh Phuong Street to a new location at the Cai riverside road with the condition that the existing crossroads must be closed at Nguyen Thanh Phuong Street and the walkway at Nguyen Thanh Dong Street has to be closed also. At the same time, it is necessary to widen Nguyen Thanh Phuong Street and improve the existing collection road connecting with the crossroads to create favorable conditions for vehicles participating in traffic through the crossroads. “Currently, the consulting unit has also proposed a plan to ensure traffic organization at the intersection between the Cai riverside road and the North-South Railway in accordance with the agreement with the Ministry of Transport” - Mr. Ngo The An. added.
Specifically, the consulting unit has proposed to add 3 more items outside the scope of the Cai Riverside Project, including: renovating Nguyen Thanh Phuong Street from 7m to 11m; to build a new road connecting Nguyen Thanh Phuong Street to Nguyen Thanh Dong Street with a width of 17m and renovate the road between Nguyen Thanh Phuong Street and Nguyen Thanh Dong Street with a length of 250m, and a width of 2.5-3m.
Develop a specific plan to speed up the construction progress
According to Mr. Le Manh Dung, Deputy Director of the Department of Construction, in order to ensure traffic organization when constructing the level intersection between the Cai Riverside Road and the North-South Railway, the proposed plan of the consulting unit is suitable and feasible. Because, the expansion of Nguyen Thanh Phuong Street from 7m to 11m only needs to "narrow down" the side of this road from 5m to 3m. Therefore, when implementing, it is not necessary to acquire land from the regional residents, so it will be convenient for implementation.
Meanwhile, the proposed construction of a new road connecting Nguyen Thanh Phuong Street to Nguyen Thanh Dong Street will also help reduce one intersection point with the North-South Railway. Since then, the organization of traffic at the intersection along the Cai River with the North-South Railway is also more reasonable.
However, according to Mr. Le Manh Dung, it is not reasonable for the item to renovate the road connecting Nguyen Thanh Phuong Street and Nguyen Thanh Dong Street with a width of 2.5-3m. “Although it is only 250m long, the width of 2.5-3m is too small. This area is densely populated, so it is necessary to plan a minimum road of 5-6m to ensure circulation for people," said Mr. Le Manh Dung.
Agreeing with the plan proposed by the consulting unit, however, in order to speed up the construction project of the Cai Riverside Road, Mr. Vo Hoang Phuong, Deputy Director of the Department of Planning and Investment suggested that three new items should be done in a separate project. “The Cai Riverside Road Project has just been approved. If these items are included in the project, they will have to make and re-approve the project, which will slow down the overall progress. Therefore, it is necessary to set up a separate project because these items are outside the scope of the Cai Riverside Road Project "- Mr. Vo Hoang Phuong suggested.
