Seeking solutions for adapting to the new situation of society

​However, the current situation is still very difficult, the Party committees in the province are continuing to lead and direct to have some effective solutions for the "new normal" life with the principle of while fighting against the epidemic and restoring the production and business. 

The Deputy Secretary of the Provincial Party Committee, the Head of the Provincial Delegation of the National Assembly Quan Minh Cuong and Leaders of Long Thanh District review the production situation under the "three-on-the-spot" model at the NET Detergent Joint Stock Company.

Difficulties and challenges arisen from the epidemic

The Director of the Department of Planning and Investment Ho Van Ha informed that in spite of the impact of the Covid-19 epidemic, the province's exports in the past 9 months have increased by 21.02% over the same period; the trade balance of goods has been estimated to have a trade surplus of about US$02 billion; the total state budget revenue has been VND48,938 billion, reaching 104% of the year estimate and increasing by 25% in the same period. In addition, the foreign direct investment attraction has reached more than US$991 million, increased by 10.5% over the same period; and the Provincial Competitiveness Index (PCI) in 2020 was ranked 20 out of 63 provinces and cities, up 3 levels compared to 2019.

The situations of national defense and security, social order and safety have been maintained. Recently, the Dong Nai Public Security has dismantled many large-scale and inter-regional cases such as big cases on buying and selling the fake gasoline and drugs and prosecuted acts of "tax evasion" against the largest pharmaceutical business system in the province, etc. that have been highly appreciated by the Party committee, government and public opinions in order to contribute to strengthening people's trust in the Party and State.

However, in additon to the results achieved in the past 9 months, the whole province has been facing many difficulties and challenges.

The Deputy Secretary of the City Party Committee, the Chairman of the People's Committee of Bien Hoa City Nguyen Huu Nguyen said that although the socio-economic development situation of Bien Hoa City in the first 6 months of this year had relatively been favorable, in the third quarter of the year, the negative impact of the Covid-19 epidemic in the province has caused many difficulties for Bien Hoa City. Currently, Bien Hoa City has had the highest number of F0 cases in the province with more than 21,000 cases. When the Provincial People's Committee issued the Plan No. 11102/KH-UBND on September 15, 2021 on gradually restoring the socio-economic activities, national defense and security in order to ensure the prevention and control of the Covid-19 epidemic in the new situation, Bien Hoa City has set the goal to have 50% of the "new normal" wards by September 30. However, this goal has not current been achieved.

So far, Bien Hoa City has achieved and exceeded 30 per 36 missions of this year. In the unachieved 6 missions, there has been a goal on capital mobilization that is facing difficulties with the mobilizing goal of VND30 thousand billion, but it is estimated that by the end of the year, the mission would only be achieved at more than 80% of the plan. In addition, Bien Hoa City is facing the difficulties in budget revenue collection. Currently, it has only collected 76% of the annual estimate. To the end of the year, there are only nearly 3 months left, so it is estimated that the whole year the city will only collect 85.7% of the plan. The unachieved budget revenue collection has affected the city's budget balance. The city is forecasted to have a budget deficit of VND450 billion.

Facing the problems arising from the Covid-19 epidemic, the Deputy Secretary of the City Party Committee, the Chairman of the People's Committee of Bien Hoa City proposed that the province should comprehensively evaluate the prevention and control of Covid-19 epidemic works over the past time. At the same time, the province should consider and issue the plan on improving the operational capacity of the local governments and have appropriate the policies and benefits for the heads of the People's groups so that they can meet the requirements of their missions.

Seeking solutions for adapting to the new social situation

The Secretary of Cam My District Party Committee Tu Nam Thanh said that in the whole district, there have been 13 Medical Centers. However, 12 of them have been seriously degraded with broken roof, electricity and water system because most of them were built more than 20 years ago. These Medical Centers could only provide the seats for medical examination, and could not offer the impatient treatments. If we return to the “new normal” state to gradually restore the socio-economic development and accept to live with the epidemic, the current situation of the Medical Centers is very difficult to meet the requirements of living with the epidemic in case of the still complicated development of the epidemic. Therefore, the province should pay attention to invest in building a system of Commune-level Medical Centers because they are the first addresses for the people to come in case of illness.

The Secretary of Dinh Quan District Party Committee Tran Ba ​​Dat said that the agricultural production situation in the district has not met the planned requirements due to the influence of the epidemic, so people's lives have faced difficulties. It is suggested that the province should have a policy to extend and delay debt for the people when they are currently doing their businesses without profits and have no enough money to pay the interest to the bank loans.

The Department of Agriculture and Rural Development and the Department of Industry and Trade have been assigned continuing to support the localities on strengthening the introduction of linkage chains for the districts in order to connect the agricultural product procurement and service provision, support the cooperatives to build their production chains and consumption in the area and remove the difficulties for people.

The Secretary of the Long Thanh District Party Committee Duong Minh Dung suggested that by this time, Long Thanh District had basically controlled the epidemic. When returning to the new normal state, Long Thanh District as well as the whole province will be lacked of the labor resources. Therefore, at present, the local government has been considered to have the labor resources when "opening up" again the production and business activities. It is suggested that the province should reconsider the "zoning", so the zoning should be as small and narrow as possible so as not to affect the socio-economic development of the whole region. When zoning,  the areas should only be divided into 2 zones: "green" and "red" zones. The "red" zones are closely monitored so that the medical units conduct the treatments and the local government would take care the "red zones", while the "blue zones" would operate normally. The province should allow Long Thanh District to pilot this work. Currently, each hamlet has many groups, one group has only 1 or 2 households infected with the Covid-19 epidemic, it is not satisfactory to lockdown the whole hamlet in this case.

The Standing Deputy Secretary of the Provincial Party Committee Ho Thanh Son said that in the current situation, it is urgent to "reopen" the production and business activities in order to help the workers feel secure to stay in the production and reduce the leaving of workers in the factories for their homelands like in the past days. In the coming days, the Provincial People's Committee will promptly assigned the authorized units to develop the suitable implementation measures to the province's situation when the Ministry of Health issues guidelines for safe adaptation to Covid-19. The Provincial People's Committee promptly assigned functional units to develop implementation measures suitable to the situation of the province. According to the Leader of the Department of Planning and Investment, although Dong Nai Province has achieved some positive results in the past 9 months, the industrial production index in the province has only increased by 2.91%. This has been the lowest increase in recent years. Most enterprises have been lacked the business capital and raw materials (both domestic and imported); goods are kept in the inventory. In the Industrial Zones, 558 businesses have temporarily suspended their operations due to the impact of Covid-19 with a total of 491,725 ​​ affected employees. The domestic investment attraction has decreased, only by 53% over the same period. While the number of newly registered enterprises was only 78.66% over the same period, but the number of enterprises suspending business was increasing by 12.1%. According to the forecasts of the authorities, facing the difficulties from the Covid-19 epidemic, the economic growth of Dong Nai Province for the whole year 2021 will have only reached about 2%. The growth may even be negative and is expected that the Covid-19 epidemic will have a heavy impact on the economy in the coming years.
