Dong Nai's research and application of science and technology to socio-economic development was done according to the ordering mechanism. Science-technology tasks are widely distributed in the fields of agriculture, industry, construction, information technology, health, education, society - humanities ... In which, the field of engineering and technology accounts for the most number of 18 tasks of science and technology at the provincial level, 31 missions of science and technology at the grassroots level. The number of S&T tasks in the agricultural and rural development sector occupies the 2nd place with 36 tasks ...

“The results of research and development activities, scientific application and technology development have seen strong developments. This activity is aimed at serving socio-economic development, especially in the agricultural, farmers and rural areas”, said Ms. Nguyen Thi Hoang, Director of the Department of Science and Technology.

Although there are a smaller number of subjects, science and technology tasks in the field of human society also show clear effects. In the 2016-2020 period, the Department of Science and Technology implemented and managed 24 science and technology tasks in the field of human society, of which 15 tasks of science and technology at the provincial level, 9 tasks of science and technology at the level basis. All of these tasks are put to practical application in the ordering unit.

The premise for developing a "digital economy"

Despite many debates, the concept of "digital economy" is increasingly mentioned more and more in Vietnam. "Digital economy" currently covers all sectors and economies (industry, agriculture, services; manufacturing, distribution, transportation, finance and banking ...). Thus, in order to develop a "digital economy", first of all, it is necessary to build a science and technology foundation, especially information technology (IT), electronics and telecommunications to meet the needs of transactions through Internet environment.

Over the past time, the Provincial Party Committee and Provincial People's Committee have issued many documents directing all levels and sectors to enhance application, development of science and technology and innovation, improve accessibility and actively participate in the process. Industry 4.0. That is the basis for departments, branches and localities to implement policies to promote the development of the IT, electronics-telecommunications industry.

In order to improve the competitiveness of enterprises, in March 2016, the Provincial People's Committee issued Decision 837 on the Science and Technology Program to support enterprises to improve their competitiveness and apply a quality management system advanced, protect intellectual property in the integration process in the 2016-2020 period. Accordingly, participating enterprises are supported with advanced management tools and standards development; intellectual property protection, website construction; support in researching new products, innovating technologies, implementing technology transfer and saving energy.

In 5 years, the province had more than 340 supported businesses with a total amount of more than 9.7 billion VND. Particularly for the support of intellectual property protection, website development, there are 225 enterprises eligible to participate in the program and are supported.

From 2016, the Provincial People's Committee issued the master plan for development of e-commerce for the 2016-2020 period in Dong Nai province. Every year, the province builds an annual development program. In particular, in addition to supporting the construction of sales websites for businesses and cooperatives, the Department of Industry and Trade is also responsible for supporting businesses to participate in the national electronic payment system, widely using the models. e-commerce transactions.
