Removing the difficulties for the production, circulation and export of agricultural products

On the morning of September 13, Deputy Prime Minister Le Van Thanh chaired an online conference with the theme "Promoting the circulation and consumption of agricultural products in the context of Covid-19 epidemic prevention and control" with the participation of Leaders of ministries, branches, business associations and 63 connecting points of provinces and cities throughout the country.

According to the assessment of the Ministry of Agriculture and Rural Development, the Covid-19 epidemic has affected all production industries of cultivation, husbandry, forestry and fisheries. Many crops, livestock and aquatic products come to its harvest time, with large congested output and the circulation chain has broken. In particular, many enterprises, processing and trading businesses of agricultural products, especially aquatic products, have had to stop their operations or reduce their operating capacity due to the impact of the Covid-19 epidemic to the export activities. The input and transportation costs increased highly while the prices of agricultural products, livestock products and aquatic products were sharply decreasedThe localities and business associations have proposed to the Government to pay the attention to some problems such as reducing the corporate income tax having to pay in 2021 and 6 months of 2022, the import tax on raw materials for animal and aquaculture feeds and taxes of the input materials, and extending the deadline for paying the value added tax, etc. The ministries and central agencies also need to have more effective and focused solutions in order to remove the obstacles and difficulties in the production, circulation and export of agricultural products in the coming time. 

The Deputy Prime Minister Le Van Thanh highly appreciated the ministries and branches in both synchronously and drastically implementing the solutions of the epidemic prevention and control, and ensuring the production and business activities, minimizing damage to the lowest level. On the basis of proposals and recommendations of ministries, branches, localities and business associations, the Government will issue a Directive in accordance with the new situation in production and export of agricultural, forestry and aquatic products. In the effective implementation of solutions, the roles of local governments are still decisive because of the same mechanism, but some localities do well-implement and other localities do not well-implement. It is recommended that localities must ensure the smooth circulation of goods and do not add the sub-permits causing the congestion in goods circulation. Agricultural production cannot apply the “3 things on the spot” option as in the industry sectorThe local governments must work with the enterprises and farmers, and asking the enterprises to develop their production recovery plans while ensuring the epidemic prevention and control effectively. Vaccination is prioritized for production, business and cargo forces.
