Provincial Farmer’s Association: strengthening the competitive movement of best business and production and elevating the association’s role in new stage

Determining that political communication and education play key and thorough role in all activities. In past 3 years, all levels of the association associated with political organizations to hold 32,265 courses of studying and communicating Communist Party’s Resolution and policies as well as governmental laws to more than 1.7 millions of public servants, association’s members and farmers. Concurrently, there were political study and activities taking place regularly during national holidays. The communication focused on clarifying roles and positions of the Farmers’ Association in implementing Instructions 06 issued by Department of Politics about the movement “study and follow Uncle Ho’s morality”, Instructions 59 about the strengthening of Communist Party’s leadership in all activities of the association at all levels for the period of agricultural and rural industrialization and modernization, etc. During these political studies and educations, the association was able to understand desires, demands and recommendations from farmers to justify and modify policies and guidelines to walk abreast with farmer’s legal rights and benefits, which contributed to succeeding in gaining socio-economic targets, participating in maintaining political security and social order at grassroots and local levels.

Along with the communication, farmers are allowed to enter into the association, which is determined as the top role. From 2008 till now, the association at all levels has accepted 30 thousand of members, increasing up to 214,316 in total achieving by 72% compared with mature farmers. The elevation of member’s capability, the instruction on building solid association and an increase in membership as well as the concurrence of member’s capability and construction of culturized families and excellent producer, are all the key missions. After assessment, there are 174,514 regular members, obtaining 81% and more than 98 thousands of core members. Additionally, the strengthening and consolidation of association’s subdivisions and groups are also concerned. Till now, the province is forming 920 subdivisions amd 5,275 groups. Inclusively, every year the number of excellent and good subdivisions and groups occupies 97.3% and 95.1% respectively.

Farmers are competing to be excellent at manufacturing and trading, which is the key movement of the association of all levels.

One of considerable movements that can attract many member’s attention is farmer’s competition in excellent manufacturing and trading, staying together to reduce poverty and making rich legally. Every year, Farmers’ association of all levels communicates and encourages farmers to register the movement. As a result, 70 thousands of farmer households gain the excellent producers and traders, which is then forming more than 3.3 thousands of farms, etc. At the same time, the association in the province is in association with others to run the program of poverty reduction such as the cooperation with Social Policies Bank to manage mandatory loans for the poor and other policy beneficiaries. Till now, there have been 1,051 groups with 48,346 farmer households being established with total loan of more than 401 billion dongs. Besides, the association in combination with enterprises helps above 24 thousands of poor households to have access to deferred payment to buy more than 660 thousands of fertilizers, 783,137 seedlings, 28,182 breeding livestock and 70,949 kgs of seeds, etc.

Regardless of these above-mentioned achievements, in recent time, farmers face with many difficulties due to slow economic restructuring in rural areas. The plant restructuring is spontaneous and not close to the market, which leads to ineffectiveness. Rural traffic infrastructure is not identical. Agricultural manufacturing is difficult due to unexpected weather change and diseases, high price of agricultural materials, etc. In order to restrict and solve these difficulties, for the upcoming period, the provincial Farmers’ Association as well as its subordinate divisions is determined to strengthen the communication and study of Communist Party’s policies and guidelines to public servants, farmers and association’s members. Concurrently, its activities and contents should be frequently renewed and diversified to attract farmers to register their membership. It is necessary to enhance agricultural production and technological applications into production; the movement of farmer’s competition to be excellent at production and trading must be promoted and farmers are joining together to reduce poverty and make rich legally.
