Provinces and cities are the key supporters for the enterprises production recovery

Currently, the goal of enterprises is to quickly bring their production back to the normal situation, but there are many bottlenecks in the implementation process that need the Government, ministries and localities to promptly remove.

Mr. Le Quoc Thanh, Chief Executive Officer in charge of Vietnam Region of the Feng Tay Group said: “The Group has 6 companies in Dong Nai Province, Ba Ria - Vung Tau Province with 65 thousand employees and total investment capital of US$245 million. Due to the complicated epidemic, the Group's companies have had to stop their operations from the beginning of July 2021 until now. Currently, the Group is planning to resume the production but the Group meets difficulty because of the regulations of the red, orange, yellow and green zones, and employees who must have the 1^st dose of vaccine 14 days before returning to the factory." According to Mr. Thanh, with the above regulations, only about 10% of employees in the companies can return to work. Therefore, it is difficult for the Feng Tay Group to restore the production. The Group suggested the Government stipulated that employees who have been vaccinated against the Covid-19 epidemic can return to their company and regardless of the yellow, orange, red and blue zones.

Mrs. Vu Thi Huong Giang, External Affairs Director of the Nike Vietnam LLC (Limited Liability Company) said: “Through working with the Nike's partners in 12 southern provinces and cities, all of them hope to soon have enough vaccines to inject their employees to recover their operations. At the same time, it is recommended that provinces and cities do not stop the enterprises’ operations when the F0 cases appear, but it focuses on handling to avoid spreading and limiting the abuse of testing in order to reduce costs for the enterprises.” According to Mrs. Giang, in Thailand, the number of Covid-19 infections is three times higher than in Vietnam, but no factories have had to close. In India, which was heavily affected by the epidemic, but the factories are only stopped working for about 3 weeks, so the restoration of the production chain was very fast. If Vietnam gives prominence to safety absolutely, it is very difficult to restore the production of enterprises.

 
The Amata Industrial Zone (Bien Hoa City) has many enterprises that only maintain their production over 30%, hoping to recover their production soon. 

*Hoping their production returns to the normal situation

According to the Deputy Minister of Planning and Investment Nguyen Thi Bich Ngoc, through the synthesis, the enterprises are facing 7 groups of difficult problems that need to be solved in order to quickly restore their production and business to the normal situation such as the vaccines, lack of labor resources, issuing the permits for foreign experts to Vietnam, the enterprises having to bear the large costs in the epidemic prevention and control, difficulties in cash flow to the enterprises affecting the debt payment, purchase of raw materials and payments to employees, the prolonged epidemic losing many orders, and trafficking to goods transportation. “The Ministry of Planning and Investment has come up with short-term and long-term solutions in order to help the enterprises quickly restore their production. Specifically, it will quickly solve the bottlenecks of enterprises, well prevent and control the epidemic to restore the supply chain, and quickly remove obstacles in procedures for experts and foreign workers to Vietnam soon. Decentralizing and authorizing for the localities manages the Industrial Zones, Hi-Tech Industrial Zones, Export Processing Zones, Economic Zones, and Industrial Clusters to implement the one-stop shop mechanism in order to facilitate the enterprises in investing and deploying the projects, etc.” - Mrs. Ngoc said.

At the conference, 6 provinces and cities suggested that the Government has quickly negotiated to have more vaccines, gave priority for the employees in the enterprises, encouraged the enterprises to self-test, reduced the taxes, etc.

Deputy Prime Minister Le Van Thanh emphasized that the Government has made every effort in negotiation to access many vaccine sources prioritizing against the epidemic and for the enterprises to restore their production and business. It is expected that by the end of September and October, 2021, more doses of vaccine will be allocated to the Industrial Zones, Economic Zones, Export Processing Zones, Hi-Tech Industrial Zones and Industrial Clusters. The Government has assigned the Ministry of Finance to consider and advise on the support packages for the enterprises about the exemption and reduction of the Corporate Income Tax, VAT (Value Added Tax) and land tax. In addition, it is required that ministries and branches continue to simplify and shorten the time to handle the administrative procedures on customs, banking and investment for the enterprises. The government has decentralized the provinces and cities to act as the focal points to remove the difficulties for the enterprises in order to recover the economy. The enterprises, depending on each locality, have had the appropriate production recovery plans. In the case that the F0 cases appear in the enterprises, they must quickly handle the F0 and F1 cases. And, if the regulations for production recovery are ensured, the enterprises will continue to operate their production. Avoiding the case that enterprises appear the F0 cases stops all production lines and factories, causing the great losses for the enterprises.

In Dong Nai Province, there are 32 Industrial Zones and 27 Industrial Clusters. The epidemic caused many enterprises in Industrial Zones and Clusters to face the difficulties. The province proposed the Government to extend and reduce taxes, electricity and water costs for the enterprises and to support the credit for the enterprises by freezing their debt, extending their debt, reducing interest rates, and providing the new loans in order to restore their production and business. Prioritizing the vaccines so that the province can quickly complete the 1^st and 2^nd injections for the employees.
