Provide support to enterprises and farmers

At present, the province is constructing the Provincial Public Administration Center, located on the 6th floor of the Sonadezi Tower. It is Expected start operation on May 15th and officially open in late May. By bringing the provincial administrative center into operation, all interagency one-stop shop of departments and agencies are relocated here (except for the one-stop shop of the provincial social insurance). The departments will accept dossiers of procedures under their responsibility and collect feedbacks from other departments and branches related to such administrative procedures for quick resolution. Vice chairman of the provincial People's Committee Tran Van Vinh said that administrative reforms are headed toward that the citizens can submit administrative procedures at district level to commune levels and administrative procedures at provincial level to district levels, of which the results are returned by postal service. All efforts are for the purpose of reducing costs and time while improving efficiency, creating the most favorable conditions for people and businesses to contact to resolve administrative procedures.

 Regarding the Provincial Competitiveness Index (PCI), in 2016, Dong Nai ranked 34 out of 63 provinces and cities, up 3 spots compared to 2015, but it is still low compared to other provinces in the region. The province continues to review and find the reasons for limitations and work with the Vietnam Chamber of Commerce and Industry (VCCI) to remove obstacles, especially those with subjective reasons, to improve PCI. According to Vice Chairman of the provincial People's Committee Tran Van Vinh, attracting investment is very important but the efficiency of investment activities is even of greater significance. Therefore, it is necessary to have practical and effective business support programs to help enterprises overcome difficulties to develop production and business. There is a cooperative reflected that there were 20 inspections in a year, which is unusual. Departments, branches and levels need to coordinate in order to avoid overlapping and causing troubles for enterprises. The purpose of the inspection is to grasp the situation to overcome the shortcomings of enterprises and provide advice and guidance to solve problems and obstacles for enterprises, which means business support ... " Chairman of the provincial People's Committee Tran Van Vinh emphasized.

 Speaking about the corporate support, Secretary of Party Committee Truong Van Vo said that in order to further improve the business environment and contribute to the improvement of the PCI, in 2017, the province must change the way to meet enterprises in accordance with specific objectives such as enterprises investing in technology renovation; encouraging enterprises to link production and consumption of agricultural products, but importantly, providing information and creating conditions for enterprises to approach investment; travel services; social housing service ... It is proposed to strengthen the responsibility and role of the Department of Planning and Investment in advising and guiding the enterprises to establish projects and supporting start-ups. Mr. Truong Van Vo emphasized: "It is the fact that the publicity process is still unclear to the people and enterprises and not satisfactory."

 In order to develop agriculture, rural areas and support farmers in production and trading, the Agriculture and Rural Development (ARD) sector has coordinated with departments and branches to deploy the solutions to build a chain of production links in agriculture. Accordingly, several conferences have been held to call on businesses to invest in the agricultural sector, determining that only new businesses can direct agriculture sector as well cooperatives to reorganize production to ensure effective production linkages. In the field of cultivation, 12 production chains, big field projects have been organized and 5 production linkage projects have been developed. Currently. In the livestock sector of the province, there are enterprises that have established the chain from production to consumption such as: JSC, Binh Minh ... However, according to Director of Department of Agriculture and Rural Development Huynh Thanh Vinh, so far this work does not ensure the progress and requirements. Due to the orientation, market forecast, support to help farmers organize production has not been provided properly, so the spontaneous production still exists. And, the situation of "having a bumper crop but losing the price" which means supply over demand continues, specifically the overproduction of bananas and over increase in herd leading to decrease pork price are typical examples. Director of the Department of Agriculture and Rural Development said that the Government should consider adjusting and supplementing mechanisms and policies to attract enterprises to invest in the agricultural sector; currently, it has not attracted enterprises specialized in deep processing technology for farm products, which is considered a significantly important field.

 Chairman of the Farmer Association Hoang Thi Bich Hang said that the training and adoption of science and technology applicable to plants and feeding have not met the requirements on equal quality and quantity of outputs for export or supermarket consumption. The province has an industrial and agricultural promotion center which does not meet the requirement of transferring technology and science to farmers yet. Farmers mainly carry out production based on traditional experience so the output quality is not high enough. In addition to that, the project of planning a breeding development promotion zone has been urgently implemented but the progress is still very slow. Ms. Bich Hang suggested: "Industries should review policies on agriculture, farmers and rural areas where farmers can enjoy the benefits directly and how they can benefit from those policies. There must be a linkage of policies to accelerate investment within a production chain or production sector to ensure efficiency ... ". At the same time, she proposed that the Secretary of the provincial Party Committee should address the agricultural investment policies to farmers.

 In this regard, Deputy Secretary of the provincial Party Committee, Phan Thi My Thanh, stressed that difficulties in the agricultural sector are currently in general difficulty. At the central level, there is no clear direction of planting and breeding in the localities. It is proposed that the agricultural sector should cooperate with the Farmers' Association, relevant sectors in evaluating land and soil, forecasting the market, developing plans and clear directions for farmers in plant production and breeding, avoiding spontaneous cultivation which causes damages to farmers.

 On directing the support in farm production and product consumption, Deputy Secretary of the Standing Committee of the provincial Party Committee Tran Van Tu emphasized that the issue of planting and breeding has been brought into many discussions, but it is still facing a lot of difficulties when put into practice. The requirement is set to reorganize production but the problem is that who will take charge of it, who will join the deployment and provide support to farmers. Farmer Association, Coalition of Cooperatives, committees at all levels, localities and sectors should propose proper solutions and directions on how to reorganize production...
