Proposing many issues for rapid socio-economic development

At the conference, the Standing Committee of Xuan Loc District Party Committee said that right after the 7^th District Party Congress for the term 2020-2025, the Executive Board, Standing Committee of the District Party Committee urgently developed a program, the plan to implement the resolution of the District Party Congress. As a result, the District Party Committee has achieved many outstanding results. Specifically, social production value increased by an average of 8% per year; product value per hectare of cultivation reached VND161 million (if including livestock, it was VND 315 million per hectare); 10 out of 14 communes were recognized as advanced new rural communes and 2 model new rural communes. There are no poor households in the whole district type A. Propagandizing with the population and building up the Party are concerned. In the two years 2020 and 2021, the whole district has carried out 4 campaigns to do public relations, mobilizing more than VND37.9 billion to take care of social security. Every year, over 94% of Party organizations and over 97% of party members complete their tasks as well.

In order to create favorable conditions for the district to continue achieving positive results in the implementation of the Resolutions of the Party Congresses at all levels, the Standing Committee of the District Party Committee recommends the Provincial Party Committee and the Provincial People's Committee to pay attention and direct the specialty departments to complete the preliminary dossier investment in construction of provincial road DT.776 (Xuan Bac-Thanh Son road); considering the policy of updating the province's plan on a land fund of 230 ha (formerly Gia Ui Lake). At the same time, it is recommended that the province should consider and approve the investment policy of expanding the Highway 1, a part from the intersection between Phan Thiet - Dau Giay Expressway and the Highway 1 in Xuan Tam Commune, to Thai Thien Bridge (Xuan Loc District); support the district to complete the dossier and submit it to the competent authorities for approval of the Industrial Zones planning and calling for investment in the project of Xuan Hoa Industrial Zones.

Opinions raised at the meeting indicate that the district should focus on implementing the project of building Xuan Loc District to achieve a new-style rural area in the direction of "sustainable development of agricultural commodity production" in the 2018-2025 period; Currently, the district has only 2 communes to complete the model new rural area, while there are only three years left to complete this project. The district also needs a solution to reduce the rate of violations by party members, the percentage of District Party members who have been disciplined in recent years is still high, exceeding the target set by the Provincial Party Committee (by 2020, the percentage of party members being disciplined of the district accounts for 1.02% and for 0.7% in 2021; while the target of Provincial Party Committee Resolution is below 0.6%).

Concluding the meeting, Mr. Nguyen Hong Linh, Secretary of the Provincial Party Committee suggested that the district pick up the ideas exchanged at the meeting to add to the working program of the District Party Committee, contributing to the effective implementation of the Resolutions of Party Congress at all levels.

During the period of determining the economic model and direction for the district in the coming time, it should be noted that this is an agricultural district, so it is necessary to focus on developing agriculture and tourism, contributing to keeping the healthy living spaces for the province. In tourism development, businesses must both call for investment but also develop "people's tourism", contributing to raising people's income.

Currently, the income per capita is VND67 million per year, which is still low. In the coming time, the district must make efforts to increase the per capita income; at the same time increase the rate of using tap-water for people and ensure environmental sanitation.

 The district is not only interested in economic development, but also cares about its people, calls for socialization in the health and education sectors in order to get a real quality facilities to meet the increasingly high demand. It has to endeavor to build the contingent of staffs serving the people; strengthen supervision to warn and remind staff to help them not to violate to the point of disciplinary action.

 Regarding the recommendations of the district, the Secretary of the Provincial Party Committee assigned the Provincial People's Committee to direct the relevant departments to consider, solve and impulse the development of district.

 * In the morning of the same day, the delegation of the Provincial Party Committee visited the high-tech agricultural production model of durian trees of Mr. Pham Van Luy, Bao Thi Hamlet, Xuan Dinh Commune; the model of organic fertilizer processing from agricultural waste and by-products to protect the environment, combining the production of clean vegetables and fruits with the processing of products from clean vegetables and fruits of Trang Trai Viet, Xuan Truong Commune and visiting a business tourism business model at Chua Chan Mountain.
