Prioritize investment resources for clean water in the rural

​Clean water in the rural is one of the important criterias in new rural construction because clean water is directly related to people's health. This is also an important factor contributing to improving the quality of lives of rural people.

Thanh Son water plant, Dinh Quan district is invested with modern technology to ensure the supply of clean water for rural people.

According to the plan of the Department of Agriculture and Rural Development, it is expected that in 2023, the whole province will continue to construct 10 new rural clean water supply projects, connect and expand the scope of water supply from urban water supply works with about 1,985 kilometres of pipelines with the total capacity about 156,410 m3 per day.

Investment priority​

Thanks to the focus on prioritizing investment resources for criterias of clean water in the rural in association with the movement of building new rural areas in the localities in 2022, investment for clean water in the rural achieves impressive results.

According to a report by the provincial Department of Agriculture and Rural Development, in 2022, the whole province invested in completing 7 rural clean water supply projects with a total design capacity of 2,680 m3 per day. In which, 1 work has been put into operation and it is supplying water to people; 6 construction works have been completed, procedures are underway for handing over and putting into use and installing water meters for people. In addition, there are 3 projects under construction in Dinh Quan, Vinh Cuu and Thong Nhat districts with a total design capacity of 104,430 m3 per day.

In particular, the province pays great attention to investing in clean water in rural and remote communes. Specifically, from the beginning of the year until now, the whole province has invested in completing and putting into use 3 works including: centralized water supply work at Phu Loi - Phu Tan commune (Dinh Quan district); the project of upgrading the concentrated water supply system at Thua Duc commune and the project of upgrading and expanding the concentrated water supply system in Song Nhan commune (Cam My district). There are 2 clean water supply projects in rural being under construction including: a centralized water supply project at La Nga - Phu Ngoc - Ngoc Dinh communes (Dinh Quan district) and a concentrated water supply project at Phu Ly commune (Vinh Cuu District). In addition, urban water supply and rural water supply projects in the province have expanded additional water supply pipelines for nearly 380.6 thousand households in the areas of Dinh Quan,Vinh Cuu, Long Thanh districts …

Accordingly, Dong Nai maintained 100% of rural people using hygienic water in 2022, 82.65% of rural people using clean water according to standards, exceeding the target of the resolution of the Provincial Party Committee. In particular, this was a year with a high rate of rural people using concentrated clean water.

Mr. Cao Tien Sy, Director of the provincial Department of Agriculture and Rural Development says that in addition to focusing resources on investing in rural clean water projects, the province also expanded the connection scope from urban water supply works to rural areas, this contributed to raising the percentage of rural people using concentrated clean water from 26.74% to 34.81% in 2022. These are important results, contributing to the successful implementation of the resolution goals of the Provincial Party Committee, the breakthrough task of developing irrigation infrastructure and adapting to climate change in the period of 2020 - 2025 of the Provincial Party Committee.

Focus on both quantity and quality

In the coming time, Dong Nai will continue to focus on implementing synchronous solutions with the goal of increasing the percentage of households using clean water in rural areas. The goal is that by 2023, the percentage of rural households using clean water according to national standards will reach 83.5%.

In which, there is a solution to increase the capacity of the concentrated water supply works that have been invested. According to Mr. Vu Quoc Viet, Director of the Sub-Department of Cultivation, Plant Protection and Irrigation, the province currently has 88 concentrated water supply works in which there are 56 ones are being in operation with a total capacity of over 64,000 m3 per day. The extraction efficiency from concentrated water supply works is not high, reach only more than 50.2%. The reason that the works have not reached capacity is because people are still using water from two sources including centralized water supply works and household drilled wells and dug wells in some residential areas. On the other hand, because many works built in rural areas with low population density, the number of people using water is still low.

Despite difficulties, some businesses have invested in rural clean water projects. Mr. Nguyen Manh Tung, Deputy Director of 407 Investment and Trading Joint Stock Company (HCMC) shares that the policy is to supply water to 4 communes and a part of Tan Phu town, designed to be 10,000 m3 per day and night but is not used at full capacity. The difficulty is because many areas are very sparsely populated, the area is large, so the investment cost of the water pipeline is high and the maintenance cost is high while the use is not effective because many households are used to using drilled well water. However, in the long run, business believe in the effectiveness of the project when people change their perception and choose to use clean and safe water.​​
