Subdivision 2.2 will be planned to diversify types of urban works and synchronize the quality of urban infrastructure. At the same time, this is also an urban area with attractive landscapes, creating a driving force for economic development and attracting high-quality human resources.

According to the consulting unit, the planning area has advantages in traffic connection with direct external traffic routes such as Ben Luc - Long Thanh Expressway, Ring road 3-HCMC, road 25C extension and inter-port road. In addition, this is also an area located in the urbanizing influence of Ho Chi Minh City. In particular, one of the strengths for this subdivision to develop and become the new administrative center of Nhon Trach urban area is having a favorable and large area of land for large urban development.

From the above advantages, the consultant unit has proposed 2 development strategies to make subdivision 2.2 become the new administrative center of Nhon Trach Urban Area in the future, including: building subdivision 2.2 to become the center of Nhon Trach Urban Area in the future. The administrative, political, cultural and commercial center creates a symbolic highlight of Nhon Trach new urban area in the future and builds a green connection for the city. Deputy director in charge of the Department of Construction Le Manh Dung said that according to the previous plans, most specifically the Prime Minister's Decision No. 455/QD-TTg (March 22, 2016) approving the adjustment of the general planning of Nhon Trach new urban area, Dong Nai Province to 2035 and a vision to 2050, subdivision 2.2 has been confirmed to be the new administrative center of Nhon Trach City when it meets the urban standards II, replacing the current administrative center located in Phu Hoi Commune. This is also an area that is determined to be a completely new construction area. Agreeing with the consultant's assessment, Mr. Le Manh Dung also said that the area has a quite favorable land area for new urban development.

Carefully plan based on the local population

According to the planning project, the consulting unit has set a target that by 2035, subdivision 2.2 has a population of 148,000 people, much higher than the size of about 14,000 people according to the new urban master plan of Nhon Trach to 2035 with a vision to 2050.

According to Mr. Le Manh Dung, the calculation of the population size for Nhon Trach new urban area had a story that the forecast scale exceeded reality. Specifically, in 1996, the master plan determined that by 2020, the population size of Nhon Trach new urban area would reach about 1 million people. However, in 2006, after reassessing the growth rate, the target was reduced to 600,000 people. 10 years later, this target was adjusted down to 360,000 people. "So far, the population of Nhon Trach District is only about 320,000 people," said Mr. Le Manh Dung.

In order to attract people to live, the Department of Construction also said that in the planning project of subdivision 2.2, it is necessary to continue implementing residential projects under construction, developing social housing, housing for workers and low-income people. At the same time, in the short term, it is necessary to adjust the planning of some residential land to resort land to attract people to live.

Chairman of the Provincial People's Committee Cao Tien Dung also said that it is necessary to carefully estimate the population size of the subdivision, including the specific size for each development stage. However, the Chairman of the Provincial People's Committee also said that at present, there are many factors that can shorten the period and increase the population rapidly, especially when important traffic routes have been and are being built in the area of Nhon Trach District. Specifically, the Ben Luc-Long Thanh Expressway is under construction, the Ring Road 3-HCMC is also about to be built, so it is possible to attract people to live and increase the local population.
