Dong Nai becomes a smart city by 2030

According to the Provincial People's Committee, over the years, Dong Nai has paid special attention to the role of information technology in economic and social development. The application of information technology in the province has been promoted and achieved positive results. For many years, Dong Nai has always been among the provinces and cities with a good level of readiness to apply information technology and is one of the top provinces and cities in the use of electronic documents and email. These are important prerequisites for Dong Nai to promote the development of a smart urban model.

Most recently, the Provincial People's Committee has issued Decision No. 1179/QD-UBND dated May 10, 2022 approving the smart city development project in Dong Nai Province in the period of 2022-2025, with orientation to 2030.

The overall goal of the project is to develop a smart city in Dong Nai Province towards rapid growth, sustainable development, exploit and promote potentials and advantages, and improve the efficiency of resources. Efficiently exploiting natural resources, improving the efficiency of state management, people's quality of life and providing maximum facilities to serve people and businesses in production and business development.

The goal is that by 2030, Dong Nai Province will become a smart city with fundamental and comprehensive innovations in management and administration activities of the Dong Nai government apparatus to operate more efficiently, effectively and transparently. At the same time, develop Dong Nai to become one of the important growth poles of the whole country and the Southern Key Economic Region in terms of economic development based on science and technology and high-quality human resources to create new value, helping to increase labor productivity, creating a new growth engine. Along with that, creating an equal environment for all people with equal opportunities to access services, training knowledge, narrowing the development gap, reducing inequality. Industries and fields are optimized and intelligentized towards improving people's experience and quality of life.

Regarding specific goals, the project also sets a target that in the period of 2022-2025, Dong Nai will build legal foundations for smart city development; build a smart monitoring and operating center point in Bien Hoa City, Long Khanh City to have a basis for evaluating effectiveness and replicating the construction of intelligent control and operation centers in the districts; building intelligent control centers for a number of priority sectors and fields such as: healthcare, education, traffic, natural resources – environment, etc.

For the period 2026-2030, continue to implement and complete the contents implemented in the period of 2022-2025 and expand the remaining areas to ensure the provincial smart city construction program is implemented across the province and all fields, bringing strong and sustainable development, people's lives are more prosperous and happy.

Prioritize development in some areas

According to the Provincial People's Committee, over the past time, the implementation of e-government construction in the province has achieved certain results, the shared information technology infrastructure system has initially been built with basic components. However, there are still very limited in building the key database. Applications, as well as smart city elements, are still at a low level. Therefore, in order to develop a smart city model, in the coming time, the province will determine the selection of priority fields and items, rationally diverging to ensure the synchronization of the system to promote efficiency.

On the principle of building a smart city, Dong Nai determines to take the people as the center. "The construction of a smart city must be based on the actual needs of the people, so that all people can enjoy the fruits of smart city construction" - Dong Nai smart city development project, phase 1, period 2022-2025, orientation to 2030 clearly stated.

Based on this principle, Dong Nai also clearly identifies, in the process of designing and deploying services of smart cities, relevant agencies must also follow the principle of taking people as the center. When applying new technologies, changing working processes, both cadres and civil servants also aim to better serve people and businesses.

In order for the smart city construction process to be highly effective, Dong Nai has also identified priority areas for development in advance.

Specifically, according to the Provincial People's Committee, in the period 2021-2030, Dong Nai Province prioritizes the construction of smart cities in the province with the following areas: building information technology infrastructure for urban development smart; develop e-government and digital government in Dong Nai province; building an intelligent management and administration system to serve the socio-economic development of Dong Nai Province in priority areas including: education, health care, traffic, social security assurance, and security assurance, security and order, natural resource management - environment, agriculture, construction, smart energy.
