Not easy to develop
Ho Giap Viet Co., Ltd is one of 5 enterprises that have been granted the certificate of Science and Technology Enterprises of Dong Nai. The main items of the company are seeding and fertilizing machines, solar-powered water heaters, registered products and granted exclusively useful solutions and industrial designs. Although very trusted and ordered by people in many provinces, but due to limited resources, the company's production activities are still stopped at a small level, can not invest in mass production lines, low profit.

 As a key locality for economic development, especially in industry and services, Dong Nai has great potential in the field of science and technology. However, the number of enterprises that have been granted certificates until now is very modest. This is partly due to the difficulties of registering as a science and technology enterprise. Applications such as enterprises must prove ownership and legitimate use of scientific and technological research results; explain the process of incubation and mastery of science and technology. This is not all businesses can do and are willing to share their know-how.

In order to remove difficulties and problems of science and technology enterprises, in March 2019, the Government issued Decree No. 13/2019/ND-CP on scientific and technological enterprises to replace Decree 80/2007/ND-CP on scientific and technological enterprises. Through the implementation process encountered inadequacies. By November 2021, the Ministry of Science and Technology has issued Circular No. 10/2021/TT-BKHCN (effective from 20-1-2022) to remove problems and difficulties in the implementation of this Decree.

 In Dong Nai, besides the implementation of general policies from the Central Government, the Plan to support the innovative and innovative start-up ecosystem in the province for the period 2018-2023 also addresses this issue. Accordingly, one of the key contents of the Plan is to promote the formation of technology and technology enterprises. Specifically, Dong Nai will implement 2 projects including: Support incubation of science and technology enterprises and support development of science and technology enterprises. Dong Nai set a target to support 5 incubator projects to create and develop 3 science and technology enterprises by 2023. This plan has been implemented until the fourth year, but the above contents are still in progress. The number of enterprises certified as technological enterprises in Dong Nai is still counting on the fingertips, not much change from before the plan was issued.

The problem now is to have a closer policy, in which, agencies, departments and sectors need to create a bridge to promptly remove the difficulties of enterprises; support businesses to understand clearly and properly the criteria required to receive preferential policies.
