Massive online registration of Enterprises

​Established businesses register online with full procedures only 3-4 days licensed.

According to the Business Registration Office (Department of Planning and Investment), in the first 3 months of 2020, the department has received nearly 5,000 registration documents of enterprises. In particular, filed through the Public Administration Center of the province is 1,475 records, accounting for 29.6% of the total number of records. Online applications filed through National Business Registration Portal accounted for 70.4%.

*Increasing online registration

Since the Covid-19 outbreak, enterprise registration documents have been promoted online, in order to facilitate businesses not having to travel, direct contact will limit the disease spread to the community. Therefore, the number of newly registered enterprises, adjusting the business lines of enterprises in the province is solved online more than 70%. Especially in March, the first days of April 2020, most of the enterprise records are registered and processed online. Currently, the procedures to register for establishment and adjustment of enterprises are resolved quickly in only 3-5 days.

Mr. Nguyen Huu Nguyen, Deputy Director of Department of Planning and Investment, said: “Online business registration has been implemented by the Department of Planning and Investment for several years and the number of participants registering online is increasing. During the COVID-19 pandemic, the number of businesses registering online increased significantly, the department is encouraging businesses to carry out online procedures to facilitate both sides.”

Although registration for conversion and supplementation of occupations is more complicated than establishing a new enterprise, all procedures can be performed online. From the beginning of the year until now, the business lines registered and adjusted were quite diverse, including production and business in the fields of industry, processing, trade and services, real estate, etc. According to the assessment of businesses, the online registration procedures create many favorable conditions for businesses and are not affected in time.

Mr. Nguyen Minh Phu, Director of Phu Hung Phat Co., Ltd. (Bien Hoa City) shared: “I just established an enterprise and the procedure is now very simple, just go online to register for new establishment procedures and business lines. After registering 4 days after receiving all documents, the registration form will be delivered to your home. Costs for establishing businesses are also 3-4 times lower than before.”

The online enterprise registration through the National Business Registration Portal will help units and individuals prepare documents, submit applications and receive results via the public postal service without going directly to the Business Registration Office. Accordingly, businesses will reduce its costs, time and ensure the submission is done at any time (24 hours/day) and at any location with internet connection.

According to Mr. Do Quoc Thinh, Deputy Head of Business Registration Office, businesses registering online will contribute to minimize the public employees have direct contact with individuals and organizations to carry out registration procedures. This will avoid civil servants causing difficulties and harassment in the process of handling records. Besides, solving online procedures creates favorable conditions to build e-government, aiming at perfecting E-Government.

However, Mr. Thinh also pointed some limitations such as there are still businesses that have not used online tools to carry out online its registration procedures. To complete the application for enterprise registration, the founder of an enterprise must refer to the instructions for online enterprise registration process at the National Business Registration Portal, and must understand the provisions of the Enterprise Law, must know how to choose and declare the right industry in the business system, etc. The main reason is that the founders of enterprises do not have the habit of using electronic administrative services. Currently, most online business registration documents are through organizations and individuals who doing business registration services.

Ms. Pham Thi Thanh Mai, representative of Viet Law Accounting Tax Company Limited (Bien Hoa City), said: “Enterprises newly established or adjusted production and business largely through service companies. Individuals and units only need to phone the consulting company to draft a contract and send it via Email, Zalo, Viber for businesses to fill in and return to the consulting company. Consulting firm will register through Business Registration Office and these procedures are done online. After 4-5 days, the consulting company will send the license to the place of business”. Currently, through consulting companies, the cost of establishing an enterprise is just over 1 million VND per dossier.
