Make efforts to control the Epidemic in the province by September 1, 2021

​Secretary of the Provincial Party Committee Nguyen Hong Linh delivered a concluding speech at the meeting.

Director of the Department of Health Phan Huy Anh Vu reported that there are currently 3 localities with very high disease risk: Bien Hoa City, Nhon Trach District and Vinh Cuu District; , 4 localities are classified as high risk and 4 localities are ranked at risk. The whole province is currently classified at very high risk.

The limitations and difficulties in the province's epidemic prevention are the restricted confirmatory testing capacity of the province, leading to slow F0 identification, slow investigation and tracing. Although the preparation of field hospitals is fast, it has not kept up with the speed of the disease infection. The implementation of the social distancing is not really strict. The spread of the virus is very fast.

Concluding at the meeting, Secretary of the Provincial Party Committee Nguyen Hong Linh suggested that the Provincial People's Committee thoroughly identify the directions in Resolution 86 on Covid-19 prevention and control of the Prime Minister. It refers to the issue of "not let a health crisis happens". If an epidemic breaks out, F0 increases. At that time, patients need a lot of emergency resuscitation, and they will fall into crisis. Therefore, relevant departments and branches must advise to prepare higher scenarios to cope with complicated epidemic situations.

Regarding the mechanism, probably being placed in a complicated epidemic situation, the advisory agency submits a report, the provincial leader must process the information immediately. If it cannot be handled, it must be submitted to the Standing Committee so that the policy cannot be delayed. The Standing Committee of the Provincial Party Committee is ready to meet at any time to allow the policy to operate the mechanism.

From now to Saturday, if the epidemic situation continues to develop complicatedly, the province must immediately set up a steering committee, so that until September 1, the epidemic situation can be controlled under the direction of the Government, that is, no outbreak of  F0 cases in the community, in the blockade areas.

Leaders of the Provincial Party Committee noted that Dong Nai Province must increase its ability to treat and save lives. The whole province has nearly 10,000 beds, but it is forecasted that there will be 30,000 F0 cases. Therefore, the Provincial People's Committee needs to have a plan to establish more field hospitals in the event of F0 cases rising up to 30 thousand cases.

Regarding vaccination, only 150,000 doses have been given to more than 100,000 people, which is a low number compared to the province’s population. To achieve the goal of injecting 70% of the population, Dong Nai Province must inject more than 2 million people, equivalent to about 5 million doses of vaccine. Mobilizing human resources in society, from private healthcare forces to retired doctors to vaccinate.

Regarding welfare issue, it must be done how the people do not suffer from hunger. Along with that, it is necessary to maintain and protect the facilities producing essential goods to serve the essential needs of the people; facilities that produce medical equipments, machinery, and medical oxygen.

The provincial Party Committee Leader said that it is necessary to call for, mobilize and requisition property, vehicles, equipments and other measures that can be applied in an emergency to timely prevent the spread of the epidemic.

The Secretary of the Provincial Party Committee emphasized: "Dong Nai Province's political system must demonstrate for the people to trust in the epidemic prevention and control, promote propaganda so that people do not worry, deal with fake news drastically, and create motivation for the frontline forces against the epidemic. Fully supports for frontline forces so that they have enough food, health, equipments and not to be infected due to disease prevention and control. In case, this force is "broken" it indicates the failure in the fight against the epidemic, so they must be protected and taken care of."
