Issuing the identification certificates with QR codes for means of transport

In order to strictly control the movement during the social distancing in the province in accordance with the direction of the Provincial People's Committee, for the right subjects and purposes, the Department of Transport has just issued a document to issue the identification certificates with QR codes for means of transport.


Accordingly, subjects who are issued the identification certificates with QR codes include: vehicles transporting patients, emergency, accidents, especially in the lockdown areas; shuttle bus for the epidemic prevention and control force; shuttle bus for workers at enterprises that are implementing the "1 route, 2 stops" plan; taxis, trucks, passenger cars are mobilized to support and serve the epidemic prevention and control work of units under the transport sector in the province; the vehicles are driven by the employees of the distribution system (such as: supermarkets, markets, chain of convenience stores, fixed selling stalls); the vehicles driven by the delivery staffs of the units providing food, foodstuff, meals, medical equipments and materials supplying for epidemic prevention.

Scope of trafficking on the roads in the province with guidance of competent authorities and registration of organizations and individuals. Particularly, the force of delivery and receipt of goods (shipper) can only operate within 1 district, city in the province. The circulation time is within a fixed time frame according to the guidance of the competent authorities and according to the registration of organizations and individuals.

For units under the transport sector, the list of vehicles requested for the identification certificates shall be directly registered with the Department of Transport; the means of transporting workers according to the "1 route, 2 stops" plan are received by the Department of Labor, War Invalids and Social Affairs or the Provincial Industrial Zones Authority. For the organizations and business households that distribute, supply, deliver and receive goods, the Department of Industry and Trade shall receive a list of vehicle information associated with the driver and send it to the Department of Transport.

According to the Department of Transport, before trafficking, asking the person on the vehicles declares the information on the mobile software of the Police Department for Administrative Management of Social Order, the Ministry of Public Security at the address: suckhoe.dancuquocgia.gov.vn. The organizations and individuals that are issued the identification certificates must be responsible for the accuracy of the information declared in the list sending to the Departments of Industry and Trade and the Department of Transport; take responsibility for vehicle drivers, requiring them to fully comply with the Covid-19 epidemic prevention and control measures while participating in traffic and at points of delivery and receipt of goods as prescribed.

Vehicle drivers must have a certificate of negative test for the Covid-19 within 72 hours from the time of the test issued by the competent health agency; the identification certificate is only valid for trafficking to deliver and receive the goods, perform the epidemic prevention and control tasks during the social distancing period according to the certain time frames and permitted areas, it does not replace the identification and cannot be used for any other purpose.

Drivers have to always bring the identification certificate them and show the certificates to the control forces upon request; the identification certificates are no longer valid or revoked  in the following cases: arbitrarily correcting or erasing content; being detected and handled by the authorized forces or when the social distancing period expires according to the regulationsMeans of transports that are issued the identification certificates with automatic QR codes on the website at the address: vantai.drvn.gov.vn will continue to be used until their validity expires in accordance with the regulations.
