Improving propaganda

For the past time, the traffic order and safety in the province has continued to be guaranteed and the patrol and violation handling of the functional forces have also been strengthened. In particular, the functional forces focus on, thoroughly check and handle alcohol concentration violations.

The competent forces have actively increased patrol and control the violations, especially during peak hours in areas with numerous bars and restaurants to handle violations, detect and prevent drivers from violating the alcohol content in accordance with Decree 100.

In order to avoid the scenario that traffic participants would be able to grasp a patrol and control schedule of the functional forces, and then find ways to avoid or cope with it, the traffic police force has organized a lot of plans and regularly changed them to thoroughly handle violations of the traffic law, including violations of use of stimulants such as drugs and alcoholic drinks.

In particular, in the present time, traffic police officers and soldiers while using alcohol content measuring instruments, should strictly comply with the instructions of the health sector on the Covid-19 pandemic prevention and control; at the same time actively propagate to people in proactive prevention.

Captain Le Thanh Tai, officer of the Propaganda, investigation, accident settlement and traffic violation handling team, the Provincial Police Department of Traffic Police advised that the unit has promoted the patrol, inspection and strict handling against drivers with alcoholic content violations, closely combining the handling of violations and propaganda. "Since Covid-19, the propaganda has been adjusted from direct propaganda at conferences and seminars to leaflet and document distributions", said Tai.

According to Bien Hoa City Police, through the loudspeaker system connected at the Traffic Monitoring Center, in connection with the patrol, control, and handling of violations, the functional departments have cleverly integrated with mobilizing, instructing and reminding people to strictly abide by the Law on Road Traffic 2008; Law on Prevention and Control of Harms of Liquor and Beer Abuse in 2019 and Decree 100.

During the peak operation to ensure traffic order and safety - social order on the 75^th anniversary of the August Revolution and National Day September 02, Bien Hoa City Police focused on handling cases of the alcoholic content violations while driving, thereby detecting more than 200 violations.

Strongly handling violations

The Traffic Police Department of the Ministry of Public Security assessed that the patrol and handling of traffic violations for alcohol concentration violations have been drastically carried out by the local police in the country. The high punishment is basically enough to deter people and gradually change the habits of drinking alcoholic drinks in traffic. Traffic accidents caused by drivers with alcoholic abuses have decreased significantly compared to the same period in 2019, to make important contribution to propaganda and awareness raising for traffic participants against alcoholic beverage while driving.

According to the Traffic Police Department, the inspection and handling of drivers with alcoholic content violations and use of drugs will continue to be implemented until the end of 2020 in order to proactively prevent, detect and strictly punish drivers using stimulants and violating other illegal acts, contributing to curbing and reducing traffic accidents. Subjects to be handled are motorcyclists, cars, passenger cars, trucks, container trucks, trailers, etc. The inspection is mainly concentrated at departures, stations, ports, warehouses; bars, discotheques, and restaurants; and places of prevalent disorder and insecurity.

In order to prevent and combat the Covid-19 pandemic, according to the Department of Traffic Police, during the mission, the functional forces did not use breathalyser funnel mouthpieces to qualitatively measure and check the alcohol content, but used a single-use breathalyzer, instead. When controlling and handling violations of breath alcohol concentration, it is required to strictly comply with the instructions of the Ministry of Public Security and recommendations of the Ministry of Health on the Covid-19 pandemic prevention and control.

Lieutenant Colonel Tran Trong Thuy, Deputy Head of the Traffic Police Department of Provincial Police, said that in order to continue to maintain the effectiveness and severity of Decree 100, from now to the end of 2020, the traffic police force will continue to strengthen its forces, professional means and equipment to patrol and handle violations, focusing on handling high-risk behaviors leading to traffic accidents, especially violations of alcohol and drug concentrations and so forth.
