Inspecting enterprises’ readiness for integration

Besides, the Department also had inspection on the science-technology application in enterprises, updated enterprises’ database for annual statistic inspection; and on other statistic request regularly.
The subjects of the inspection include independent economic accounting enterprises established and governed by Law on Enterprises, independent economic accounting co-operative societies and enterprises established and governed by specialized laws such as Insurance Law, Securities Law… which started operation by Jan 1st, 2016 and is still active; and enterprises’ affiliates.


This investment shall also be on 31 independent economic accounting enterprises, corporations in the field of post and telecommunication, electricity, insurance, air and rail transportation, banking which have branches national wide.
The inspection shall be on labor profile, labor income, the operation index such as property, operation result, tax and budget payments, investment capital, technology, machinery, IT and communication application status, input/output and the relationship with distributors and customers.

List of inspector unit to be made in pursuant to list  of enterprises and enterprises’ affiliate last year and the intel from tax agency, all level enterprises registration management agency…

About the fields of inspection, to choose 50% of non-state-owned enterprises in all field  which have 50-99 labors to be inspected, The rate to be 30% in Dong Nai, Binh Duong, Da Nang and Hai Phong.

To choose 20% of non-state-owned enterprises in industry, construction, insurance, financial intermediation which have 10-49 labor to be inspected, the rate to be 15% in Dong Nai, Binh Duong, Da Nang and Hai Phong. To choose 15% of enterprises in service and trading (insurance, financial intermediation are not included) to be inspected, the rate to be 10% in Dong Nai, Binh Duong, Da Nang and Hai Phong.

General Statistic Office said that due to the complication of the inspection and the different working skill and IT skill between each accountant, statistician in each inspection unit, different inspection methods shall be implemented: Direct inspection (Inspectors to directly interview chief accountants, accountants or statisticians of the enterprises) and Indirect Inspection (To hold training conference to train chief accountants, accountants or statisticians for the inspection method).

The inspection started from 3/ 2016 and to be expected to publish the briefly summarized result in 11/2016 and the complete result in 12/2016.

The 6 contents to be inspected

- Enterprise identification: Enterprise name, address, phone number, fax, email; type of business, field of business;

- Labor information and labor income.

- Operation index: Property and capital, operation result, tax and budget payments; investment capital

- Enterprise’s affiliate identification: affiliate name, field of business, production, labor, revenue;

- Operation technology used: Technology, machinery, IT, communication application status, input/output structure and relationship with distributors and customers; technology transfering channel, technology innovating capability, competition status.

- Enterprise’s knowledge about integration: Enterprise’s knowledge about trade agreements and their impact on the enterprise’s operation result.​
