Implemented many measures to prevent and control the Covid-19 epidemic at markets

Recently, the Provincial People's Committee has issued a document to request the People's Committees of districts, cities and departments, sectors and units to request all markets (including food and essential food selling points established by the locality) in the province to operate only after being checked and assessed to ensure the Covid-19 prevention and control plan for the market in terms of selling area and safe conditions for Covid-19 epidemic prevention and control according to the guidance of the Ministry of Health during the application of Directive No. 16 of the Prime Minister.

Immediately after that, the Department of Industry and Trade sent a document to the People's Committees of districts, cities and market management organizations in the province on guiding the implementation of Covid-19 prevention and control at wholesale markets and retail markets during the application of Directive No. 16.

 

For the People's Committees of districts and cities in the province, the Department of Industry and Trade proposes to urgently implement measures to prevent and control the Covid-19 epidemic at wholesale markets and retail markets during the application of Directive No. 16 according to the regulations directed by the Ministry of Health, the Ministry of Industry and Trade, the Provincial People's Committee and the guidance of the Department of Industry and Trade. In particular, to notify and organize the arrangement, approval, inspection and supervision of markets in the area during the application period of Directive No. 16, which are allowed to trade in items on the list of essential goods according to regulations.

 

For the management work at the market or the place to replace the market, the Department of Industry and Trade proposes to organize the managers of the markets or places to replace the market, which need to hold a meeting to agree on the number and selection of business households and individuals in accordance with the actual situation in the locality according to the appropriate priority order, and in accordance with regulations.

 

In case, the number of registered households and individuals is selected in large quantities, the business arrangement shall be arranged alternately on even and odd days to minimize the number of people interacting. At the same time, publicize information about officials, managers, households and individuals who are operating at the market or at the replacement location of the market.

 

Regarding the process of entering the market or replacing the customer's market (applicable to the number of business households and individuals with 10 or more people), it is necessary to follow 3 steps: Step 1: measure body temperature, disinfect hands, wearing masks; check the medical declaration by scanning the QR code at the quarantine point or on the VHD application or declaring it on paper; inspect, revoke and manage market entry cards under the guidance of the Ministry of Health. Step 2: move in 1 direction to make purchases and pay money (recommended non-cash payment). Step 3: move in 1 direction out of the market.

 

Representatives of many wholesale markets and retail markets in the province said that they have been operating in the localities and said that they are still abundant in the source of essential goods, taking proactive measures to prevent and control the Covid-19 epidemic complying with the 5K principle, regulations on price listing, focusing on opening stalls, stalls of necessities, food to serve people, temporarily closing non-essential stalls.

 

Mr. Ho Duc Tan, a representative of the Management Board of Dau Giay Agricultural Wholesale Market, said that the market started operating again after ensuring the regulations on Covid-19 prevention and control from July 22.  Currently, the market is allowed to operate in the form of transshipment of goods, not retail.

 

“The prevention and control of the Covid-19 epidemic has been strengthened, ensuring the regulations on 5K. The market still maintains the disease control checkpoint in front of the market gate, as well as is supported by the locality to strengthen security forces around the market and arrange a quick test area for SAR-CoV-2 at the market... to ensure the arrangement of small traders, customers, means of transport in and out of the market. All people entering and exiting the market need to have a quick test paper that is negative for SAR-CoV-2, which is valid for 3 days per test"- Mr. Tan added.

 

Mr. Pham Duc Nam, deputy head of the management board of Long Thanh Market, said that the market actively separate the customers into shopping at stalls in the market in one direction in and one way out. In the fresh products area, it is more difficult to implement this separation because it is surrounded by roads and residential areas, so the management board could stretch the rope to separate the flow of visitors to ensure appropriate distance regulations.
