Helping people living in Dong Nai Province to return their hometowns

According to the plan supporting citizens of other provinces/cities residing in Dong Nai Province return to their places of permanent residence and bring citizens of Dong Nai Province in epidemic areas in other provinces/cities back home just issued by the Provincial People's Committee. The people who are employees and citizens of other provinces/cities currently living in Dong Nai Province and citizens of Dong Nai living in the other provinces/cities suffered from complicated epidemics have the desire to return to their localities, priority given to the target groups: the elderly, children; pregnant women, women nursing child under 36 months old; people with underlying medical conditions; people who go for medical examination and treatment, people who visit relatives or work have not been able to return; Self-employed workers, workers who have lost their jobs and workers who are in the social distancing or medical isolation areas but do not have a stable place of residence screened and tested negative for SARS-CoV-2 and wishes to return to their hometowns


The plan clearly states that the highest safety must be ensured for citizens, forces and vehicles participating in support during the movement from other provinces/cities to Dong Nai Province and vice versa; organizing support to provide the necessary food, foodstuff on the way and necessary medical support for people.

The implementation process requires exchange, consensus and close coordination between other provinces/cities and Dong Nai Provincce; between the forces involved in transporting citizens in Dong Nai to other localities and vice versa. Absolutely do not let people move by their own vehicles during the process of moving to localities.

The plan period will be based on the document on welcoming people from other provinces or cities; The People's Committees of districts and cities make the lists of the people and send it to the Department of Labor, War Invalids and Social Affairs (DOLISA). The Department of Labour, Invalids and Social Affairs agreed with the provinces and cities on the relocation plan, method, quantity and specific list at least 2 days before traveling, to be implemented until August 30, 2021. Regarding the vehicles of transport, they will be based on an agreement between the provinces/cities that have means of transporting citizens or Dong Nai Province.  

The Department of Health directs the Health Centers of districts and cities to coordinate with local branches and agencies to ensure measures to prevent and control the COVID-19 epidemic during the process of transporting citizens at concentrated places to return to the locality; cooperate with the Provincial Military Headquarters in coordinating the concentrated quarantine facilities in the area to receive and isolate cases subject to concentrated quarantine regulationThe Center are responsible for rapid testing for COVID-19 screening for people of other provinces/cities before leaving Dong Nai Province and Dong Nai citizens from other localities returning to Dong Nai within 48 hours.   

The Provincial Public Security are responsible for guiding, protecting the safety of convoys to pick up citizens of other provinces and cities leaving Dong Nai Province (to the end of Dong Nai Province); ensure security and order in transporting citizens to the locality where their permanent residence is registered to ensure safety and regulations on epidemic prevention and control. In addition, the Provincial Public Security review the contents related to civil status, citizen's place of residence for people living in Dong Nai Province who need assistance in other provinces/cities, avoiding cases where citizens already have registered for permanent residence in Dong Nai but still want to be supported back to the hometown.

The Department of Transport shall coordinate with relevant units and the People's Committees of districts and cities to have specific plans and arrange means of transport for citizens to return to localities upon request on the basis of strictly implementing the regulations on epidemic prevention and control; and at the same time prepare other necessary conditions in the spirit of maximum support for employees, people and related agencies and organizations. 

Proposing the Provincial Confederation of Labor mobilizes and propagates the trade unionists in units and enterprises in the province to strictly implement the social distancing under the motto "stay still at your place"; direct the Federation of Labor of all levels, the executive committee of the trade union of the local units and enterprises in the province to strengthen collaborative information and propaganda to workers feel secure in the Dong Nai Province during the complicated development of the epidemic; Mobilize resources to care, encourage and support the life of trade union members.
