​For a long time, Dong Nai has always paid attention to and focused on harmonious development between economy and culture. Being a land with depth and thickness of culture, a rich and massive heritage system; ethnic groups, religions, workers from all over regions converge to live and work, unite and work together to build culture and people of Dong Nai.

Putting people at the center of development

Ph.D Nguyen Van Quyet, a cultural researcher in Dong Nai says that the measure of cultural development is human development. Building culture is also building more and more comprehensively development of the people of Bien Hoa - Dong Nai. Every human can learn, practice and train to have culture. Therefore, investment for people is investment for the future, for sustainable development in all three aspects: economic, politics and culture.
Taking people as the center of development, Dong Nai has been promoting the training and fostering of officials directly engaged in cultural work, building and promoting the pioneering role of the knowledge team, artists. The whole province currently has nearly 900 officials, civil servants and employees working in the culture, sports and tourism industry. Every year, Dong Nai Culture and Arts Intermediate School trains about 200 students in performing arts; at the same time, training cooperation with Ho Chi Minh City Conservatory of Music and Ho Chi Minh City University of Culture…

However, the cultural work force at the grassroots at the present is still lacking and weak. The recruiting young talented artists at professional art units still face many difficulties. Besides, the majority of tourism business managers have intermediate or higher qualifications; particularly, workers who directly serve mainly receive short-term training or have not yet received training in tourism, accounting for a high number (about 67%).

Deputy Director of the Department of Culture, Sports and Tourism Nguyen Hong An said: “According to statistics in 2017, the force doing grassroots cultural work in accordance with the specialization of culture and sport management is very low (accounting for about 2%). After being properly trained, the cultural force was added to many different positions. Therefore, the training of grassroots cultural cadres is always passive due to fluctuations in cadre work".

Along with the whole country, Dong Nai is promoting digital transformation, applying achievements of science and technology. Therefore, the requirement for human resources in the field of Culture, Sports and Tourism is to be trained to ensure both knowledge, skills, ability to receive and master new and modern technologies; capable of innovation, capable of working in international environment, especially when Long Thanh International Airport comes into operation.

According to Assoc. Prof-Dr. Huynh Van Toi, a cultural researcher in Dong Nai, resources for cultural development in Dong Nai in particular and in the Southeast in general are very abundant, meet "natural time - geographical advantage - human harmony", rich in value and potential, many heritages and advantages. In order to make the most development of cultural resources, it is necessary to have and implement a system of policies including impact solutions to lead, promote, motivate, and maximize resources and potentials in order to achieve the goal of cultural development in the right direction and orientation. Firstly are urgent policies to influence the promotion of cultural development resources that are still facing many obstacles in practice.

Director of the Department of Culture, Sports and Tourism Le Thi Ngoc Loan said that: in order to continue aiming at new cultural values in the current period, the Culture, Sports and Tourism sector continued to advise the Provincial Party Committee and Provincial People's Committee to implement Resolution 33- NQ/TW of the Central Party Committee on building and developing culture and Vietnamese to meet the requirements of sustainable development of the country. At the same time, implement the conclusion of General Secretary Nguyen Phu Trong at the National Cultural Conference in 2021.

In addition, the sector would focus on promoting digital transformation in the fields of museums, libraries, and tourism … Strengthen state management in the field of culture, improve the quality of the contingent of cadres, civil servants, public employees and employees through training and fostering skills and professionalism. Propagating and educating to raise awareness and unify actions, creating consensus, and successfully carry out the assigned tasks" - Ms. Loan shared.

At the same time, pay attention to education - training, focus on cultural and historical education among officials, party members and the community. Thereby, improve the spiritual lives for all classes of people".
