Handling alcohol concentration violations for Lunar New Year

Recorded by functional forces shows that before and after the Lunar New Year, many traffic accidents causing serious consequences have occurred, mostly due to drunkenness and speeding. Drivers violating alcohol content not only endanger themselves but also involve others, so everyone needs to be alert to drive home safely.

The Traffic Police Department under the Ministry of Public Security on December 15 organised a deployment ceremony for traffic police to ensure traffic safety and order for the upcoming 13th Party Congress in Hanoi and the 2021 Lunar New Year. The functional forces will focus on handling high-risk behaviors leading to accidents such as violation of alcohol, drugs, speeding, carrying over prescribed number of people, illegal street racing. The group of vehicles that are focused on controlling are passenger cars, container trucks and motorbikes.

Major General Nguyen Van Trung, Director of Traffic Police Department emphasized, traffic police force will coordinate with other police forces to set up posts at key routes, areas, places where many restaurants and eateries are concentrated to check and handle, especially during lunch breaks, in the evening and on Saturdays and Sundays.

According to the Traffic Police Department, in addition to well performing the tasks, the units need to ensure the safety of COVID-19 prevention for the task force and the local people. Upon such requirement, the Department has coordinated a number of design units to produce disposable bamboo tubes to ensure hygiene, may produced domestically and cheaper than imported plastic pipes. Before being put to the test, the new bellows will be tested to ensure hygiene and safety standards and give accurate alcohol concentration results.

Drastic handling of violations

Vice Chairman in charge of National Traffic Safety Committee Khuat Viet Hung said that the annual Lunar New Year usually takes long days off, so ensuring traffic safety is very important. Traffic accidents due to the use of alcohol, beer on holidays, Tet is still one of the main causes of accidents. Among 100 victims of traffic accidents related to alcohol and beer, the age of 15-29 accounts for 59%, and men account for 93% of the total number of victims.

Mr. Hung emphasized that in order to prevent the abuse of alcohol and beer causing traffic accidents on this occasion, local police force needs to drastically handle drinkers and beer drivers who drive traffic vehicles. In rural areas, commune police force will be mobilized to coordinate with traffic patrol force of the district police to strengthen patrolling and handling violations.

According to the plan from now until the Tan Suu Lunar New Year 2021, the province's functional forces will intensify patrol and control in order to reduce traffic accidents; strictly deal with the cases of driving a vehicle in traffic using alcohol or beer.

Provincial police said that although the sense of compliance of road users has made positive changes, many people still do not take self-awareness. When the functional forces stopped them to check, many drivers had words and actions against the force, uncooperative, and disobey, especially when the alcohol content was checked. There are cases of alcohol violators who avoid showing up their driving license, leaving the vehicle, leading to limited detection and punishment.

Concerning this issue, Chairman of Provincial People's Committee, Head of Traffic Safety Committee, Cao Tien Dung said that to prevent and reduce traffic accidents stems from the reasons that drivers in traffic use alcohol or beer, the provincial police need to direct the police of units and localities to promote propaganda and raise awareness of observing the Law on Road Traffic 2008 for its citizen; Through forms to inform people about the law on handling violations of alcohol content against vehicle drivers; warn the causes and consequences after using alcohol and beer but taking part in traffic. For cases of violation but still deliberately controlling the means, the police force should strictly handle the punishment.
