Facilitating vehicles movement through epidemic areas

From 0:00 on July 9, Dong Nai Province and Ho Chi Minh City began to implement social distancing according to The Directive No.16. However, up to now, many businesses, owners of goods transporting vehicles, and vehicles for workers and experts commuting from Dong Nai to Ho Chi Minh City, and other provinces have encountered many confusion and problems.

The functional force conducts a medical check on a vehicle transporting goods at the traffic control checkpoint on National Highway 1 (near Dong Nai Bridge, Bien Hoa City).
Vehicles passing the checkpoints must have the identification Certificates
Vehicles transporting goods, workers and experts when leaving and entering Dong Nai Province as well as going to Ho Chi Minh City during the distance according to The Directive No.16 of the Prime Minister on urgent measures to prevent and control the Covid epidemic -19 will be issued with Identification Certificates in order to facilitate (green lane) their operation conveniently and smoothly.
Mr. Dang Duy Phuc (owner of a transportation business in Bien Hoa City) said that recently, the Department of Transport of Ho Chi Minh City issued a document requesting trucks to transport essential goods and serve production and business, Vehicles transporting workers, vehicles transporting goods into the territory of Ho Chi Minh City must have identification certificates. Businesses and vehicles owners should send a list of vehicle parameters to this unit for consideration and certificates granting.
According to Mr. Phuc, within 1 day, Ho Chi Minh City Department of Transport will handle and notify the identification certificate (with QR code on it) for each vehicle. The settlement results will be sent to the focal units via email, via digitized documents or via Zalo application. The vehicle owners themselves print the notice and identification certificates and carry with them when traveling on the street. For identification certificate, the units themselves print out, stamp on them, then put in front of the driver for easy identification.
After receiving the certificate, Mr. Phuc requested the driver to test negative for SARS-CoV-2. When traveling, the driver must carry the notice, vehicle identification certificate, relevant papers and regulations on traffic, and must be subject to the inspection and control of control forces and functional forces on the road. Thanks to this certificate, the circulation of his business is not interrupted.
However, according to many businesses and car owners, many units have not been able to apply for the identification certificate to identify vehicles going through the epidemic area, this has caused many difficulties to transport goods to destinations.
Mr. L.V.T. The owner of 2 cargo trucks (Trang Bom District) said that he had applied for the "identification certificate" for 2 days but had not received it yet. For this reason, when his vehicles arrived, transited in Ho Chi Minh City, had to return to Dong Nai Province.
"My vehicle passed through the checkpoints of Dong Nai Province very smoothly, the driver only provided a negative test certificate for SARS-CoV-2 to be able to travel normally, but when entering Ho Chi Minh City, it was not accepted. It is possible that the agencies receiving the applications for issuing papers in Ho Chi Minh City were overloaded, so the issuance of certificates is slow, but each locality implements its own way which makes us confused and be difficult, "- Mr. T. said.
Dong Nai creates favorable conditions for vehicles
In Dong Nai, the Provincial People's Committee is also very interested in creating green lanes for means of transport of goods, workers and experts when going in and out of Dong Nai, Ho Chi Minh City during the extension of the implementation of The Directive No.16. Therefore, in the afternoon of July 9th, the provincial government issued an urgent document requesting the Department of Transport to coordinate with the Department of Industry and Trade, the Dong Nai Industrial Zones Authority, the People's Committees of districts and cities and related units to collect and provide the lists of vehicles transporting goods for production and business, essential goods, goods to seaports, a list of vehicles carrying workers, experts, etc. passing through the province for granting the permits, vehicle identification certificates according to regulations.
The Provincial People's Committee also requested the Provincial Public Security to direct its forces to strengthen the inspection of vehicles entering and leaving the province and handle violations if any, giving priority to vehicles already approved by the Department of Transport with the identification certificates for convenient and fast circulation.
Mr. Duong Manh Hung, Deputy Director of the Department of Transport said that the Department has sent documents to branches and transport businesses to guide registration for issuance of identification certificates of vehicles of transport of goods, experts and workers from Dong Nai to Ho Chi Minh City and vice versa.
Accordingly, for vehicles transporting essential goods (essentials, fresh food, vegetables, etc.) by the Department of Industry and Trade of Ho Chi Minh City as the focal agency, a general list is made at the request of the relevant enterprises. Vehicles carrying goods for production and business, buses carrying experts and workers from Dong Nai to Ho Chi Minh City and vice versa, serving the activities of Export Processing Zones and Industrial Zones by the Management Board of Export Processing Zones, Industrial Zones or Thu Duc City People's Committee and district People's Committees as general focal agencies.
For vehicles transporting goods going in and out of ports in Ho Chi Minh City, from Dong Nai Province to Ho Chi Minh City and vice versa, the port management units act as focal agency. For vehicles carrying essential goods, goods for production and business, goods to ports, Industrial Zones, buses carrying experts and workers of Export Processing Zones, Industrial Zones, etc. transit through Ho Chi Minh City... the list will be compiled by the Dong Nai provincial Department of Transport.
Mr. Hung added, only vehicles from Dong Nai Province entering and transiting Ho Chi Minh City need this transport identification. Vehicles traveling within the province or through other localities (without transiting Ho Chi Minh City) do not need to have this kind of identification. Drivers can only travel with a negative test certificate for SARS-CoV-2, transport orders, and journey to and from Dong Nai for their traveling. Dong Nai Province creates the most favorable conditions for vehicles of transport during the period of social isolation according to the Directive No. 16.
