Difficulties in planning industrial zone complex

Presently, only 11 industrial complexes have been clearly planned and begun constructing infrastructure. But all of them have encountered difficulties in attracting investment into these complexes because the industrial complex management model has not yet been implemented. Up to now, there are no information sources on planning, constructing infrastructure and attracting investment. Some districts, town and city find it difficult to attract investment because they are in short of human resource with good professional skills. In addition, because of the high investment capital and high infrastructure fee these localities face adversities in calling for investment, even the localities which have ready-to-use industrial complexes.
