In sustainable economic development, green energy from wind, solar, waste... is always encouraged by countries. Vietnam also has policies for green energy development, but the implementation process still has many problems to be solved.

Difficult to implement the project

Saitex International Co., Ltd. has 5 factories in Dong Nai. In 2021, the company proposed to install solar panels on the roof of the factory for use, but currently only 1 factory in Nhon Trach district has been installed.

Ms. Nguyen Ngoc Kim Oanh, Head of the Department of Occupational Safety and Health and Sustainable Development, said that the enterprise has sent documents to many places and many times but has not been able to do it because of the lack of "sub-licenses" "We really want to do solar power to save costs and meet the green criteria of our partners, but there are many procedures that affect the green production roadmap of enterprises," said Ms. Oanh.

Regarding waste power, Dong Nai currently has a total of 10 proposed projects, but only 1 project has been approved and has not yet been implemented.

According to Ms. Le Thi Giang, General Director of Sonadezi Service Joint Stock Company, 5 years ago, the enterprise proposed a project of burning waste to generate electricity in Thong Nhat city. The project was approved by the Provincial People's Committee and proposed to the Prime Minister to add it to the national grid development planning, but the old plan has expired, the new plan has not been approved, businesses have to wait.

Not only the sun, garbage but also wastewater is an advantageous resource of the province. On average, the province generates nearly 130,000 m3 of industrial wastewater every day, about 254,000 m3 of domestic wastewater, but the rate of recycling and reuse is very low. Taking advantage of this water source to generate steam or simply reuse it for production and irrigation will reduce the exploitation of raw water and limit the risk of environmental pollution.

Sharing on this issue, Deputy Director of the Department of Industry and Trade Thai Thanh Phong said that Dong Nai has resources for the development of renewable energy such as: sun, waste, wastewater and hydropower. However, at present, the province can only exploit from the sun and hydroelectricity, but the capacity is small; while other resources are unexploited.

There are still many barriers
According to Mr. Thai Thanh Phong, the policies of the State in general and Dong Nai in particular encourage the development of renewable energy, renewable energy, along with environmental protection and the development of a circular economy. However, the implementation faced many challenges in terms of time, process and procedures.

According to Mr. Phong, solar power projects are required to ensure electrical safety, construction safety, environment, fire and explosion prevention according to current regulations, etc., involving many ministries, branches and sectors. Each ministry or branch has a different guide. Waste electricity must be consistent with local master plans, land use plans, construction plannings and more importantly, must be included in the national electricity grid development planning approved by the Prime Minister.

Vice Chairman of the Provincial People's Committee Nguyen Thi Hoang commented that many businesses in the province really want to make solar power and garbage electricity to save costs and obtain green certificates that are favorable for export, but it has not been implemented because of overlapping laws and complicated procedures.

On the basis of problems, the Provincial People's Committee proposed to the Prime Minister and the Ministry of Industry and Trade to consider allocating renewable energy sources to localities; there is a mechanism to encourage and reduce administrative procedures for energy projects. Consider building a specific law to encourage investment and development of green energy, clean energy, and renewable energy to attract investors.

For energy projects with advantages that cannot yet be implemented, it is necessary to specify whether the problem is due to legal regulations or implementation by the organization. On that basis, propose and propose solutions to improve the energy development policy. The provincial National Assembly delegation noted the recommendations and proposals of the province to propose the National Assembly, the Government, ministries, departments and branches to amend policies and create favorable conditions for the development of energy projects.
