Changing the way of receiving dossiers in handling the administrative procedures

Since the beginning of this year, the Provincial Peoples’ Committee has focused on directing propaganda, promoting online public services and public postal services, limiting directly receiving and returning the papers during the period of implementation of measures to prevent and control the epidemic (except in case of urgent cases).
The purpose is to ensure the safety for the people and help the prevention and control of the Covid-19 epidemic.

Safety for the people
Closely following the direction of the Provincial People's Committee on urgent solutions to prevent and control the Covid-19 epidemic, over the past time, departments and branches in the province as well as the one-stop-shop division of districts and cities have also issued documents on guiding people and enterprises to change the form of receiving dossiers in the prevention and control of Covid-19 epidemic such as: guiding and advising people and enterprises by smartphones, Zalo application, Email; guiding people to apply the online dossiers at the address: dichvucong.gov.vn or dichvucong.dongnai.gov.vn, the postal system, etc. helping people handle the administrative procedures safely in the context of the epidemic outbreak.
The Provincial People's Committee continues to upgrade eGov Electronic One-Stop-Shop software, online public service portal for departments, branches, People's Committees of districts and communes in order to meet the provisions of Decree No. 61/2018/NĐ-CP and and Circular No. 01/2018/TT-VPCP of the Minister and Chairman of the Office of the Government; configure the electronic internal processes of newly issued administrative procedures. At the same time, it regularly checks and promptly handles the problems related to eGov One-Stop-Shop software, ensuring the smooth and effective receipt, transfer and processing of dossiers.
According to Chairman of Cam My District the People's Committee, Mr. Huynh Tan Thin, from the beginning of the year, the work of public administrative reform, administrative discipline implementation and public service has continued to be concerned implementation by Local Party Committees and Authorities. The district focuses on promoting IT (Information Technology) application; simplifying regulations in handling the administrative procedures; propagandizing and mobilizing individuals and organizations to perform the online public services, public postal services, limiting mass gatherings and complying with regulations on Covid-19 epidemic prevention and control.
Thanks to the above change, in spite of the complicated developments of the Covid-19 epidemic, in the first 6 months of the year, Cam My District still successfully completed the tasks of administrative reform with the result reaching 67% of the annual plan. In particular, many communes and townships in the area performed the administrative reform tasks and achieved 70-86% of the annual plan; the rate of on-time processing of dossier is over 96.6%.
Director of the Provincial Center for Public Administration Nguyen Thi Thanh Thao said that in the past time, the Center has arranged the classification and conditions of facilities and equipment to ensure the receiving and handling the dossiers of administrative procedures for people to be safe and effective during the Covid-19 epidemic. At the same time, the Center together with departments, branches, People's Committees of districts and communes promote solutions on propagating and guiding people and enterprises to submit online dossiers on the National Public Service Portal, the Provincial Public Service Portal.
Promoting the propaganda and guidance to the people
According to the Provincial People's Committee, in the first 6 months of this year, the province has provided 619 online administrative procedures at level 3 and 4 on the Provincial Public Service Portal, integrating 544 online administrative procedures on the National Public Service Portal. Notably, many units have the rate of online dossiers at level 3 and 4 currently reaching over 60% such as: Department of Information and Communications, Department of Science and Technology, Department of Labor, War Invalids and Social Affairs, etc. In addition, the rate of online dossiers at the district level and commune level increased compared to the same period in 2020. The Provincial People's Committee has also established a Working Group to develop and implement the plan to provide 100% of eligible public services to online level 4 of the state agencies of Dong Nai Province.
The 1022 Call Center has promoted the effectiveness of supporting activities to answer problems, receive and handle complaints and recommendations of people and enterprises during the outbreaking of the epidemic. Mrs. Pham Kim Diem Khanh, Head of Call Center 1022 shared that over the past time, the Call Center 1022 has always tried its best to support the people to best serve the people. The Call Center strengthens the close coordination with the Provincial Center for Public Administration, the One-Stop-Shop Division at all levels to support the people; coordinate with departments, agencies, branches and post offices in guiding people and enterprises to submit online dossiers or via the public postal services.
Mr. To Van Quang, resident of Tam Phuoc Ward (Bien Hoa City) said: "During the current complicated epidemic situation, when the One-Stop-Shop Division at all levels had to temporarily stop receiving direct dosiers in order to ensure the requirements of epidemic prevention and control, I hope the province will continue to promote the synchronous application of IT (Information Technology) in handling administrative procedures, directing the province's Call Center 1022 as well as units and localities to strengthen information updates, guiding people and enterprises to use the public services at level 3, level 4, how to submit the dossiers via the public postal service, etc. As result, helping people clearly understand information, methods and procedures for resolving the administrative procedures smoothly and fluently during the epidemic”.
