Building the integrity environment in business

Integrity in business is essential for every enterprise, business community and the whole economy when entering the professional and global game. This requires community responsibility from the State and the business community. In Dong Nai Province, over the years, the province has also made efforts to build an integrity business environment, creating investment attraction for the business community.

According to the survey results of the Provincial Competitiveness Index Report conducted by the Vietnam Chamber of Commerce and Industry (VCCI), in 2020, 5.4% of enterprises will have to pay more than 10% of revenue for all kinds of unofficial expenses. Enterprises still often face the phenomenon of harassment when carrying out administrative procedures. There are 51.1% of enterprises reflecting about the existence of harassment phenomenon when they carry out administrative procedures.
However, approaching from another perspective, we also see that the integrity is at a high level or not depending on the business side. In a survey by the VCCI in 2019, up to 41.2% of the enterprises agreed to pay commissions to have a higher chance of winning bids in competition. At this point, it also means that they accept to sacrifice their integrity to get the chance, not only being the victim, but sometimes the business is also the promoter of negative behaviors. In particular, under the influence of the Covid-19 epidemic, when the level of difficulty increases, the transparency and integrity of enterprises are increasingly challenged, not only in relation to policies and institutions, but also with customers. The suspicion of consumers towards Bach Hoa Xanh system in the past time is an evident example.
To overcome the above situation, the VCCI is developing a project on establishing the Vietnam Business Integrity Network and it is expected to launch in the third quarter of 2021 as a great effort to build the business community (DN) business integrity.
The State with its role of management
Meanwhile, building a business environment with integrity for the State's management and transparency in policies is a prerequisite condition for stable business and investment, creating the healthy competition. Transparency is a core component of an effective anti-corruption policy. Only when economic policy transparency can help business integrity. In the context that the private sector is growing stronger and becoming the mainstay of the economy, it is necessary to have a mechanism to support and facilitate close cooperation between the state and enterprises be able to create breakthrough results in anti-corruption work, ensuring business integrity.
The State should continue to boldly remove the non-transparent regulations, reduce barriers to market entry, protect the right of business freedom, resist group interests, prevent legal overlapping, publicize, and consult from the enterprises and the people, ensure that the people and relevant subjects be able to participate in the process of legal documents development. An important task in management is to make how the businesses recognize long-term benefits when implementing ethics and compliance in business. Thereby encouraging companies to change their acts and behavior, actively pay attention to policies, move towards establishing a network and business community with integrity, growth, attractiveness, and image of brand at dometic and abroad.
For Dong Nai Province, in recent years, the local government has been very proactive in improving the business environment, gradually raising the province's PCI index to a good level compared to the whole country. Accordingly, one of the important solutions is to continue to simplify administrative procedures, regularly meet and find out the enterprises’ thoughts so that enterprises can voice their aspirations, thereby proposing many suitable programs and plans.
