The promotion of socialization, mobilizing the people to join hands to contribute to building cultural institutions has been effective. Thus improving the enjoyment of culture and spirit of the people in the province.

In order to improve the operational efficiency, many Centers for Culture, Sports and Community Learning have introduced solutions and measures to organize activities in the form of socialization. For example, Quyet Thang Ward's Center for Culture, Sports and Community Learning Center has organized nurturing physical training, badminton, aerobics, ball, chess, martial arts, soccer, basketball classes; Free makeup and flower arranging classes since its inception.

Especially in the field of community learning, the center effectively performs illiteracy eradication and education, in order to expand people's knowledge and awareness. To finance the activities, the center has used the model of revenue and expenditure compensation. In addition to the state budget of VND 65 million per year, the center has promoted the mobilization of socialization of physical training and sports activities, mobilizing the funding of private enterprises, state enterprises over 70 million per year.

With the motto 'Cooperation of the State and residents’, at the Center for Culture, Sports and Community Learning of Quang Trung Commune, Thong Nhat District, 3 badminton courts have been upgraded with a total budget of 30 million VND, of which the State budget supports Support of 7 million. Projects invested by individuals such as: Soklu Badminton Stadium with 4 stadiums for Mr. Pham Van Kieu's family (Hamlet 2, Nguyen Hue) with a total budget of over 3 billion; construction of Hoang Long sports complex with an expense of over 7 billion in Nam Son hamlet, and so on.

In 3 years (2017-2019) Dinh Quan District has promoted the socialization of cultural activities, arts and sports to meet the needs of spiritual activities for local people. Up to now, the district has 1 private sports complex with swimming pool, entertainment area, mini football field; 14 mini soccer fields, artificial grass; 12 swimming pools. Particularly in the Center for Culture, Sports and Community Learning, especially the play area for children with an investment expenditure of over 5 billion.

With the current trend of integration and development, socialization is an appropriate direction according to the financial autonomy mechanism of public non-business units to meet the needs of the people. But "socialization" in cultural institutions has always been in conflict between economic factors and cultural factors. Therefore, the requirement in expanding socialization in many fields is management. If closely managed, it will contribute to creating exciting activities, attracting people to cultural institutions. On the contrary, the loose management will lead to the opposition in the cultural space itself.
