Approving the Resolution committing to balance the capital for the construction of Bien Hoa - Vung Tau Expressway

Accordingly, the Bien Hoa - Vung Tau Expressway Project has a length of about 53.7 km, the starting point at Km0+000 connects to the bypass of National Highway No. 1 (Vo Nguyen Giap Street) the section going through Bien Hoa City, Dong Nai Province; the end point at Km53+700 intersects with National Highway No. 56 in Ba Ria City, Ba Ria - Vung Tau Province. In which, the section going  through Dong Nai Province has a length of about 34.2 km.

In phase 1, the project is invested and built with a scale of 4-6 lanes, performing one-time site clearance with a scale of 6-8 lanes according to the planning; land use demand is about 519.64ha.​

Total investment capital is about VND17,837 billion; capital demand in the period from 2022 to 2025 is about VND14,270 billion, in 2026 about VND3,567 billion. The section in Dong Nai Province has a total investment of VND12,647 billion, of which the cost of compensation for site clearance is about VND5,296 billion.

Capital source for the period from 2022 to 2025 from capital sources in the medium-term public investment plan for the 2021-2025 period, the Socio-economic recovery and development program, revenue growth and spending savings in the years 2022-2024, capital from local budgets; 2026 from the capital in the public investment plan for the period 2026 - 2030.

The Provincial People's Council agreed on the implementation of the Bien Hoa - Vung Tau Expressway Construction Investment Project (phase 1); committed to allocating Dong Nai Province's Budget to participate in the project with 50% of the compensation value for site clearance (about VND2,648 billion) to carry out the compensation and site clearance for the section passing through the province of Dong Nai belongs to Bien Hoa - Vung Tau Expressway Project (phase 1).

In the case of an increase in the total investment capital of the Bien Hoa - Vung Tau Expressway Project (phase 1), Dong Nai Province commits to allocate enough additional capital (equivalent to 50% of the compensation value) for the section passing through Dong Nai Province).

Funds for the project implementation is from the province's medium-term public investment plan for the 2021-2025 period and other legal local revenue sources in the 2021-2025 period for implementation in accordance with regulations. The schedule of capital allocation is guaranteed according to the project implementation schedule approved by the central government.

 Concluding the meeting, the Chairman of the Provincial People's Council requested the Provincial People's Committee and the Chairman of the Provincial People's Committee to promptly develop a plan to allocate capital, balance enough provincial budget capital to arrange for compensation, site clearance to make sure the schedule and ensure the correct implementation of the Law on Public Investment, the Law on the State Budget and other relevant regulations; minimize the reduction or stoppage of medium-term public investment projects that have been allocated capital for the period of 2021 - 2025, affecting the comprehensive development goal of the province as stated in the Resolution of the 11^th Party Congress. Directing the People's Committee of Bien Hoa City, the People's Committee of Long Thanh District to urgently focus on propaganda, survey, and immediately develop a plan for compensation, support, resettlement and handing over the site to implement the project according to the schedule.

Pay attention to resettlement arrangement for people in the project implementation area, ensuring that people's life after resettlement must be equal to or better than the previous place of residence; improve livelihoods, bring benefits to the people, ensure technical infrastructure and complete social and cultural institutions in the area where the settlement is located.
