Adjust and supplement regulations on credit support for customers affected by the Covid-19 epidemic

The Governor of the State Bank of Vietnam has issued Circular No. 03/2021/TT-NHNN (Circular 03) amending and supplementing a number of articles of Circular No. 01/2020/TT-NHNN on credit organization, foreign bank branches restructure debt repayment terms, exempt or reduce interest and fees, and maintain debt groups to support customers affected by the Covid-19 epidemic.

This Circular ensures the goal
of supporting right people, not to take advantage of the policy of profiteering
and causing risks to the system of credit organizations under the direction of
the Prime Minister and the opinion of the Ministry of Finance. Circular 03
takes effect from May 17, 2021.
Accordingly,
Circular 03 continues to create conditions and contribute to support businesses
and people to overcome the Covid-19 epidemic by expanding the scope of debt
balances to be rescheduled for debt repayment (in the direction of adjusting
debt repayment terms), amending and extending a number of timelines compared to
Circular No. 01/2020/TT-NHNN), adding more conditions to allow credit organizations
to restructure their remaining due debts .…
