Accelerating the procedures to start the two major projects

Central Axis Road Project of Bien Hoa City was implemented with the goal of building a traffic route to reduce pressure on vehicle traffic at Vuon Mit and Lac Cuong intersection and Pham Van Thuan Street. At the same time, this is also "the shaped route" which become the main axis entrance to Bien Hoa City with full infrastructure, exploiting the advantage of Dong Nai River to create urban landscape.

Central Axis Road Project of Bien Hoa City has a length of more than 5.4 kilometers and is divided into 2 branches. The first branch has the first point of intersection with Vo Thi Sau Street, the end point with Dang Van Tron Street at the intersection of An Hao Bridge; the second ones has the first point at the roundabout with the first ones in Hiep Hoa Ward, the end point interferes with Dang Van Tron Street at the intersection of the first road of Buu Hoa Bridge.

With the first branch project, there will be an important item built, which is Thong Nhat Bridge with a length of more than 560 meters.

According to the original plan, the project of the Central Axis Road of Bien Hoa City, specifically the Thong Nhat Bridge, will be started to work at the end of 2021. However, due to the influence of the Covid-19 pandemic made the completion of investment procedures as well as site clearance behind with in progress. Therefore, the start of the project at the end of 2021 could not be done.

Mr. Ngo The An, Director of the Provincial Construction Investment Project Management Board, the project investor said that the project's construction drawing design dossier was received and appraised by the Ministry of Construction in mid-March. After the appraisal results are available, the unit will continue to implement the next steps. For this project, the estimated time to start construction of bidding packages is in May 2022.

For the site clearance, one of the biggest problems is applying for a policy to change the use for the purpose of the rice land in the project area.

Mr. Huynh Tan Loc, Vice Chairman of Bien Hoa City People's Committee said that at the end of January, the Prime Minister had approved in writing to change the use for the purpose for an area with 16ha rice lands in the project area. This is an important basis which Bien Hoa City sign the decisions to announce land acquisition.

Mr. Huynh Tan Loc also added that, at present, Bien Hoa City had also completed measurement and drawing, published drawings of land acquisition and field trip. However, because this is a pilot project that will be assigned to the Provincial Land Fund Development Center as the investor of a site clearance subproject, Bien Hoa City is waiting for the approval decision of the Provincial People's Committee to coordinate implementation. “The legal document for compensation has been handed over by the Provincial Land Fund Development Center of Bien Hoa City. The Department of Planning and Investment is also submitting to the Provincial People's Committee for approval for the Provincial Land Fund Development Center to be the investor of the site clearance subproject. When there is an approval decision, Bien Hoa City will issue notices of land acquisition to serve as a basis for determining the origin of land, setting prices and implementing compensation work," said Mr. Huynh Tan Loc.

The construction of the Cai Riverside Road will begin in the third Quarter of 2022.

Along with the Central Axis Road project of Bien Hoa City, the Cai Riverside Road project is also one of the major projects invested and built with the goal of reducing serious traffic pressure and creating a landscape for Bien Hoa urban. The road along the Cai River has a length of more than 4.5 kilometers, a cross section with 32 meters in width.

Mr. Ngo The An said that the Cai Riverside Road project has now completed the basic investment procedures such as: approving the contractor selection plan, consulting bidding packages, and designing construction drawings; approving the results of selection of construction survey consultancy contractors, etc. Currently, the consulting contractors are carrying out surveying, designing construction drawings, and construction estimates. "In the early April 2022, the Provincial Construction Investment Project Management Board will submit the document to the Ministry of Construction for approval," said Mr. Ngo The An.

The construction and installation bidding packages of the Cai Riverside Road will be started in the third Quarter of 2022 as expected.

Regarding site clearance, according to the People's Committee of Bien Hoa City, the locality had to recover land from 476 cases, including 320 cases of white clearance in order to implement the project. In 2021, Bien Hoa City has imposed a compensation price for 267 cases with a cost of about VND510 billion. Compensation and support plans have also been sent to households. For the remaining cases, the authorities of Bien Hoa City have also completed the calculation of compensation and are taking the step of confirming the origin of the land. "It is expected that compensation and support prices will be applied and notified to households in the second Quarter of 2022," said Mr. Huynh Tan Loc.
