Bien Hoa City has been recorded the highest number of cases with 285 cases, concentrated in Tan Bien Ward with 55 cases (recorded in the Phu Cuong Dominican Monastery 52 cases), 48 cases in Hoa An Ward, 35 cases in Long Hung Commune (Aqua City Project), Long Binh Tan Ward with 25 cases, Ho Nai Ward had 15 cases.

Location ranked No.2 in the number of people infected with COVID-19 is Nhon Trach District with 51 cases (Hiep Phuoc Commune had 18, Phuoc Thien Commune had 10, and Phuoc An Commune had 8 cases), followed by Vinh Cuu District with 36 cases (Thanh Phu Commune had 21, Thien Tan Commune had 14), Trang Bom District had 34 cases (22 cases in Xa Doi 61, 7 cases in Bac Son Commune). Thong Nhat District recorded 10 cases (6 cases in Gia Tan 3 Commune. Hung Loc Commune had 3, and Gia Tan 1 Commune recorded 1 case). The remaining cases were recorded scatteredly in Long Thanh District, Long Khanh City, Xuan Loc District and 4 other cases outside the province. Districts of Tan Phu, Dinh Quan and Cam My were not recorded any cases.

Thus, the total number of new positive cases in the fourth outbreak is 5,499, of which, Bien Hoa City had the most 2,634 cases, Nhon Trach District had 924 cases, Vinh Cuu District had 830 cases, Trang Bom District had 314 cases, and Thong Nhat District had 203 cases. The cumulative number of deaths is 29.

According to the health sector, many positive cases have been recorded in communes and wards in Bien Hoa City including some newly discovered outbreaks in groups of people with concentrated activities such as religious houses and construction projects. In Nhon Trach District, the new infected cases increase mainly in hostels rented by laborers working in the local enterprises. The local authority continues to record outbreaks at some businesses conducting the method of “3 things on the spot”. The management and inspection are not drastic because the number of enterprises is too many, there is not enough authorized force to inspect, so the local authorities have not fully known the situation of production organization, accommodation, and the Covid-19 tests of enterprises. Therefore, its is the high risk of continued outbreaks with a large number of infected people in these enterprises. Some businesses allow workers to return homes, or workers run away out of the companies, return to their hostels without testing causing the risk of the spread and new outbreak in the area of workers’ dormitories.

According to the proposal, the local authorities and Dong Nai Industrial Zones Authority have to urgently and drastically check all enterprises where “3 things on the spot” measure has been implemented. Not allowing the enterprise let their workers to go home without having a negative test. Only eligible enterprises are allowed to operate. Those enterprises that have positive cases or fail to ensure the safety of epidemic prevention and control must handle epidemic prevention and control in accordance with the specific situation.

Continue to strengthen screening tests for early detection of clusters in hostels; Bien Hoa City, Vinh Cuu District needs a plan to accelerate the speed of large-scale testing in lockdown wards and communes. Nhon Trach District considers a wide blockade of a number of communes that have an increase in the number of cases and have not managed the source of infection such as in the communes of Hiep Phuoc and Phuoc Thien.
