Trade Union of Dongnai Province Has Brought National Unity Bloc Into Full Play.

The number of officials, employees and labors has increased rapidly, with the total of over 420,000 in the province (up 170,000 ones compared to that in the first tenure of the trade union). There have been 669 newly-established grassroots trade unions with 169,833 trade union members, raising the total of grassroots trade unions of the province to 2,081 with 341,375 members. Yearly, about 85,000 labors have jobs and labors’ earnings somewhat have increased and the labor relationship in enterprises has been stable.  

In the last tenure, the trade union at all levels held a lot of activities to popularize and educate officials, employees and labors in politics, thought, and consciousness of enlightenment. Especially, the provincial Labor Federation has got effective forms of propaganda, held mobile propagandist team, cooperated with local to organize meetings to propagandize and consult workers in boarding-house area about law. Propaganda has contributed to enhancement of officials, employees and labors’ consciousness of enlightenment, political stuff, and patriotism.

Taking care of life, representing and protecting legal rights of officials, employees and labors altogether are considered the central tasks. Trade union at all levels have

 actively and enthusiastically cooperated with functional braches to settle arisen issues concerning labors as well as held about 400 times of inspection and check for implementation of stipulations of Labor Laws, Trade Union Law, along with policies, and laws on Labor Insurance, and held 34 meetings to get contributing ideas to the Draft Law, etc.

The trade union has enthusiastically negotiated with directorate of enterprises to contract collective labor agreement, and joined building salary scale, payroll, labor regulations, payment status, bonus, etc. with the aim of ensuring enforcement of Labor Law Regulations and minimizing labor dispute. So far, number of enterprises signing contract of collective labor agreement make up 56.6%. Additionally, Trade Union has sped up consultancy, instructed and helped labors along with employers understand Labor Law. All above-mentioned activities have contributed to stabilize labor relationship for enterprises.

Patriot emulation movements such as quality, and productivity enhancement, economy practice, anti-embezzlement, anti-extravagance, study and professional skill improvement, cultural life construction, etc. have attracted enthusiastic respond, motivated consciousness of responsibility , dynamics, creativeness of officials, employees and labors. Via emulation movements, in the last five years, trade union has mobilized a lot of them join activities such as participation in works (96), technological innovation ( 150 initiatives), creation of new models with high-quality (2,700) , etc. which gave over VND200 billion to the government.

Via patriotic emulation movements, trade union staff has contributed to construction and consolidation of political system of offices and enterprises. Many excellent trade union members have become Party members and they have prominent part of officials, employees and labors’ movements; besides, there have been more and more union activities. In the tenure, trade union at all levels have introduced 11,784 their members, and excellent officials, employees and labors to the Party. 8,583 members of trade union were admitted to the Party (exceeding 45.05% the target), up 3,981 members admitted to the Party in comparison with the last tenure.

Movements of officials, employees and labors and trade union activities have contributed to socio-economic development and political and security stability. According to Huynh Tan Kiet, the provincial Labor Federation’s President, one of experience to build harmonious, stable, and advanced labor relationship is implementing representation of trade union, bringing democracy for labors into full play in conformity with law, as well as implementing well regulations on cooperation with heads of office and labor users.

However, addition to achievements, there have been limitations reported in the eighth Trade Union congress: content and forms of propaganda, although improved, haven’t met demands of the current labor class construction situation; some activities of trade union in foreign enterprises haven’t been strong; trade union staff’s settlement for arisen problem of labor relationship in non-state enterprises have been weak; negotiation and Labor Collective Agreement contract haven’t fulfilled the plan, etc.

The Eighth Trade Union Congress of Dongnai province has brought forward slogan for action “Solidarity, Innovation and Cooperation for Mutual Development”. The congress has brought targets and specific solutions for activities of trade union at all levels in the province in the coming time.
