Quality of Party-building work in 2007 enhanced.

Party-building work in terms of politics and thought always considered to be a key task has got important improvement and forms of deploying learning and grasping thoroughly directions and resolutions have been diversified, such as  forms of online learning, live broadcast,.. Through those, learning quality was raised and rate of cadres and party members take part in learning reached over 97%.

Until now, 100% hamlets and quarters in the province have Party grassroots organizations and on-site party members taking part in party activities. In particular, the whole province has 898 Party grassroots organizations, 588 of which are grassroots cells, 308 of which are grassroots party committees ( up 40 Party grassroots organizations compared with that of 2006.). 

Constructing Party grassroots organizations in deep-lying, remote, and religious areas as well as private enterprises, foreign invested enterprises has been paid attention. In 2007, 12 Party grassroots organizations in foreign invested enterprises were established, raising total of Party grassroots organizations  in private enterprises along with foreign invested enterprises to 125 organizations consisting of 2,655 part members.

Training and fostering cadres political argument together with professional competence step by step have met demands of local’s political task. In 2007, the whole Party committee of the province deployed 280 classes consisting of over 30,000 cadres trained and fostered about political argument, party task, union activity, as well as subjects on state management.

Rate of commune and ward cadres having political competence has been raised. Until now, 44.88% of 1,789 commune cadres and 22.24% of 1.371 commune cadres have political argument in intermediate level. 4.47% commune cadres and 3.65% commune civil employees have political argument in advanced level and are political bachelors. Task of developing new Party members in 2007 alone included admitting 2,945 new party members, raising party members in the whole province to 37,700 comrades. Most of new party members admitted are young and have ideal, aspiration and always expect to make a contribution to the country.

Allocating and assigning tasks as well as rotating cadres in the province recently have been highly appreciated by central government due to attention to deploying role and responsibility of organization in political system along with those of leaders of organizations from province to grassroots. Cadre task has got synchronous deployment from stages of evaluating, planning, training, fostering to stages of rotating, placing, as well as using in order to bring into full play role as well as ability of each cadre meeting demands in new situation.

To bring into full play nation unity, a lot of revolutionary movements of the public have been launched and operated in deeper way. Through movements, unions assembled 92,600 union members, association members (reaching rate of 84%), and core force reached 34.7%.

However, in last year, Party-building work still have limitations and mistakes. Rates of Party organizations and violating party members disciplined have declined, but rate of Members of Party executive committee disciplined has increased. In 2007, the whole province checked 137 cases of party members and Members of Party executive committee having sign of violation and suggested to discipline 5 organizations and 367 party members. This mainly is due to the fact that leadership and guidance of some Members of Party executive committee and leaders’ responsibility of some departments and units working in this field haven’t been good enough, including lack of check, promotion of organization to perform tasks, not take initiative to understand situation clearly in order to timely settle matters. Moreover, cooperation between sectors and levels in performing a task hasn’t been close. One unit of cadres and party members lack awareness of self-improvement, moral cultivation as well as lack ability to fulfill assignment.

Steering Party-building work in 2008, Comrade Tran Dinh Thanh- Secretary of Provincial Party committee suggested that Executive committees should innovate activities, extend democracy, and carry out discipline and internal solidarity. Moreover, contents of activities must be practical. They must solve problems arising in the unit and put effects of political assignment accomplishment into measurement of cadres’ quality and ability.
